Google Ads for Fire-Safety Service Companies: Maintenance and Refill Leads

Refill, inspection and maintenance demand is local and driven by compliance deadlines. Here is how to build Search campaigns that reach facility managers with a deadline, not people shopping for extinguishers.

Google Ads for Fire-Safety Service Companies: Maintenance and Refill Leads — RX Insights
Key takeaways
  • Plan keywords and budgets around compliance triggers such as licence renewals and inspection findings.
  • Run refilling, alarm maintenance and maintenance contracts as separate campaigns with their own pages and budgets.
  • Use call, location and lead form assets plus a tracked WhatsApp button, staffed during the hours ads show.
  • Show valid licence details, areas covered and service scope near the top of every landing page.

A fire-safety service company does not sell to people who are browsing. The person searching for extinguisher refilling in Riyadh, a fire alarm maintenance company in Dubai or an annual maintenance contract for a warehouse usually has a reason that week: a licence to renew, an inspection finding to close, a new tenant, an insurer asking for paperwork, or a panel that keeps showing a fault. That makes Google Search one of the most direct channels this sector has, and also one of the easiest to waste money on, because the same words are typed by people who only want to buy a 6 kg extinguisher online, compare product prices or find a job.

This guide is for inspection, maintenance and refilling companies in Saudi Arabia, with notes for the UAE and Egypt.

Start with the compliance calendar, not the keyword list

Maintenance and refill demand is mostly created by regulation and by the paperwork that depends on it. Before writing an ad, list the moments when buyers are forced to act; they decide your keywords, ad copy and landing pages.

Saudi Arabia. Facility fire safety falls under the Civil Defense Law, the Saudi Building Code (including its fire code, SBC 801) and the requirements of the General Directorate of Civil Defense, which issues its licences electronically. What a given facility needs depends on its activity, size and risk, and the requirements are updated, so check the current Civil Defense requirements for each type of facility you serve, and ask clients what their own licence or last inspection report asked for, rather than quoting rules from memory. (A sector-specific example only: a July 2023 Saudi Central Bank circular asks the financial institutions it supervises to confirm their electronic Civil Defense licence and keep a safety register of monthly inspections, periodic tests and maintenance of safety equipment.)

UAE. A news item on the Abu Dhabi Police website, dated August 2012, describes Resolution 24/2012 on civil defence services, which requires a one-year, renewable certificate of safety requirements, intended to “guarantee the continuous good functioning of the fire protection systems.” In a later notice (dated July 2020 on the page), Abu Dhabi Civil Defence called on building and facility owners to provide maintenance contracts. In May 2024, Gulf Today reported that the Abu Dhabi Civil Defence Authority had warned that manufacturing, trading, installing or maintaining prevention and safety systems without prior approval and a licence can bring a fine of AED 50,000, and that the documents listed for the annual compliance certificate include a fire equipment maintenance contract. Rules vary by emirate and change, so confirm the current requirements with the civil defence authority in each emirate you cover. For alarm maintenance, see also our guide to Hassantuk and fire-alarm marketing in the UAE.

Egypt. Requirements depend on the activity, the licensing authority and the governorate. Ask your own licensing and civil protection contacts which inspections and certificates your target clients need, and build the calendar from their answers.

Turn this into a short table for your team. The version below is a professional recommendation to start from; the searches are wording to test, not measured volumes, and the triggers should be confirmed against what your own clients’ licences and inspection reports ask for.

TriggerWho feels itExample search (English and Arabic)What the page must show
Licence or safety certificate renewalShop owner, facility managerfire safety maintenance for licence renewal, صيانة أنظمة السلامة لتجديد ترخيص الدفاع المدنيYour licence number, the documents you hand over, how fast you can visit
Inspection finding to closeFacility manager, property managerfix civil defense inspection notes, معالجة ملاحظات الدفاع المدنيThe systems you repair, a site-visit request, the report the client receives
New tenant or fit-outTenant, fit-out contractorfire extinguisher installation new shop, تركيب طفايات حريق لمحل جديدAreas covered, supply and installation scope, handover paperwork
Insurer or bank requestFinance or admin managerfire system maintenance certificate, شهادة صيانة أنظمة مكافحة الحريقWhat the certificate or report contains and who signs it
Recurring panel faultFacility manager, building engineerfire alarm panel fault repair, عطل لوحة إنذار الحريقPanel brands serviced, call button for urgent faults, response hours
Annual contract expiryProcurement officerannual fire safety maintenance contract, عقد صيانة سنوي لأنظمة مكافحة الحريقContract scope, visit schedule, reporting, a quotation request form

Each row becomes an ad group or a section of a landing page, and the left-hand column tells you which months to raise budgets.

Structure campaigns by service, then by area

The most common mistake is one “Fire Safety” campaign holding every keyword. Refilling, alarm maintenance and annual contracts have different buyers, values and urgency, so each needs its own budget and landing page. The searches in the table are illustrations of the kind of wording to test, not measured search volumes; check them in Keyword Planner and, once ads run, in your own search terms report.

CampaignExample searches to test (English and Arabic)Buyer and urgencyLanding page
Extinguisher refilling and inspectionfire extinguisher refilling near me, extinguisher inspection service, تعبئة طفايات حريق, فحص طفايات الحريقShops, offices, small facilities; often needed before an inspection or licence renewalRefill and inspection page with pickup or on-site option and areas covered
Fire alarm maintenancefire alarm maintenance company, fire alarm panel fault repair, صيانة نظام إنذار الحريقFacility and property managers; faults and inspection findings create urgencyAlarm service page listing the panel types you service
Annual maintenance contractsfire safety maintenance contract, fire fighting maintenance company riyadh, عقد صيانة أنظمة الحريقProcurement and facility managers; higher value, slower decisionContract page explaining scope, visit schedule and reporting
Compliance supportcivil defense requirements for shop, fire safety inspection company, متطلبات الدفاع المدني للمحلاتOwners preparing for licensing; informational at firstGuide-style page that ends with a site-survey request

Inside each campaign, split ad groups by intent rather than by every keyword variant: “refill” searches in one group, “inspection” in another, and searches that name a city in a third, so the ad can repeat the city back to the searcher.

Location settings for a local service

Target only the areas your technicians can actually reach within the response time you promise. Google offers radius targeting with a minimum radius of 1 km, and two location options: “Presence or interest” (people in, regularly in, or who have shown interest in your targeted locations), which Google describes as the default and recommended option, and “Presence” (people in or regularly in your targeted locations). Test “Presence” for refill and alarm-repair campaigns, where people abroad who are merely interested in the city are rarely buyers; for annual contracts, where a procurement team in Jeddah may search for a Dammam site, “Presence or interest” can make sense.

If you cover several cities, give each city its own campaign or at least its own budget, so a large market does not consume the whole budget before smaller branches get a chance. Mention districts in ads and on pages only where you genuinely operate; a page per district with swapped names and nothing else will not help users or search rankings.

Keep product shoppers, job seekers and students out

“Fire extinguisher” on its own is a product search far more often than a service search. Every service account needs a negative keyword list from day one, reviewed every week in the early months.

  • Product purchase: buy, shop, online, wholesale, supplier, dealer, sizes and weights, and Arabic equivalents such as شراء, جملة, متجر, مورد. Be careful with “price” and سعر: “refill price” is a service buyer. Use phrase negatives such as “extinguisher price” rather than a broad negative on “price”.
  • Jobs and training: jobs, vacancy, salary, course, certificate training, وظائف, رواتب, دورة.
  • Do-it-yourself and research: how to, types of extinguishers, pdf, طريقة, أنواع.
  • Services you do not offer: system installation for new projects if you only maintain, or vehicle extinguishers if you do not serve fleets.

The general rules on match types and negatives for B2B search apply; two points are specific to Arabic. Google’s negative keywords do not match close variants, synonyms or plural forms automatically, so add forms such as طفاية and طفايات, and spellings with and without hamza, such as أنواع and انواع. Add them from the search terms report, not from imagination. If you sell products as well as services, run products in a separate campaign and add each campaign’s terms as negatives in the other.

Give buyers three ways to respond: call, WhatsApp and a short form

A facility manager with a fault on the panel wants to talk to someone. A procurement officer wants to send a request and receive a quotation. Your ads should support both.

  • Call assets. Call assets add your number to the ad, with a call button on mobile. You can schedule them to appear only when someone can answer, because an unanswered call from an ad is a paid lead handed to the next company. Google checks the number: the exact formatted number must be visible on your website, or your domain must be verified in Search Console. Call reporting, which runs on Google forwarding numbers, measures these calls and lets you count them as conversions.
  • Location assets. Location assets show your address, a map or the distance to your branch, usually through a linked Google Business Profile. For a company with a workshop or refill station, that proximity is persuasive. Keep each branch profile accurate and consistent with the website; our guide to Business Profiles for every branch covers the setup.
  • WhatsApp. In the Gulf and Egypt many buyers prefer to message. Put a WhatsApp button on every service landing page with a pre-filled message that names the service and city (for example, “Extinguisher refill, Riyadh”), so your team knows the source and the request before replying. Track each click as a conversion, and log real conversations in your CRM or sheet.
  • Lead form assets. Google lead form assets let people submit details inside the ad on Search and Performance Max campaigns. They need a good policy history, an eligible vertical and a privacy policy link, and CSV downloads cover only the last 30 days of leads, so connect a webhook to your CRM rather than relying on manual exports. For contract leads, ask for building type, number of floors or area, systems installed and city.
Before you switch on call assets: agree who answers ad calls, during which hours, and what they ask in the first minute: location, type of facility, systems on site, and whether there is an inspection deadline. For the messaging side, see the WhatsApp flow from first message to quotation and our guide to click-to-WhatsApp ads for B2B.

Build landing pages that prove you are allowed to do the work

The buyer is often signing a document a regulator or insurer will read, so the page must answer one question fast: is this company licensed to do this service where I am?

  1. One page per service, matching the campaign: refilling, alarm maintenance, maintenance contracts. Do not send every ad to the homepage.
  2. Licences and approvals near the top: the authority, the licence or registration number and its validity, exactly as shown on the document. Show only approvals you hold, and keep them up to date; an expired number on an ad landing page does more damage than no number.
  3. Areas covered as a clear list of cities or districts, matching your location targeting.
  4. What the service includes: for a maintenance contract, visit frequency as defined in your own contracts, what is tested, what report or certificate the client receives and how faults are handled between visits. Our Azeidk case study includes a launch campaign for its Civil Defence–approved annual fire-system maintenance contracts, priced per square metre and explained in short reels; whatever the channel, the offer has to state the scope and approval as plainly as that.
  5. Real proof: photos of your own technicians, vehicles and workshop, the system brands you service, and client names only where you have permission to use them.
  6. Arabic and English versions, with the call and WhatsApp buttons visible on mobile without scrolling.

RX builds service and landing pages around the campaign structure, so each ad group has a page that says the same thing the ad promised.

Measure contracts, not clicks

Cost per click tells you little when one annual contract can be worth many refill jobs.

  • Record calls, WhatsApp clicks and form submissions as separate conversion actions, so you can see which path each service uses. Our article on GA4 key events for lead tracking explains the website side.
  • Tag every lead by service and city when it arrives, then mark which ones became a quotation and which became a job or contract.
  • Review the results by campaign every month. Refill campaigns may produce many small jobs; contract campaigns fewer, larger ones. Judge each against its own value, not against each other.
  • If licence renewals cluster in certain months, raise budgets ahead of them.

Keep the ad account in your company’s name and give your agency user access, so the history and data stay with you if suppliers change. For a maintenance company this matters more than usual: the search terms history shows which compliance triggers bring contracts, and that learning should stay with you. RX runs performance marketing in the client’s own account, with the client approving every ad before it goes live.

A launch checklist for the first 30 days

  1. Write the compliance trigger table for each market you serve and confirm current requirements with the relevant civil defence authority.
  2. Create separate campaigns for refilling, alarm maintenance and maintenance contracts, each with its own budget and landing page.
  3. Set location targeting to the areas your teams reach, and choose “Presence” or “Presence or interest” per campaign.
  4. Load a starting negative list for products, jobs, training and research searches in Arabic and English.
  5. Add call assets on a schedule that matches staffed hours, location assets from your branch profiles and a tracked WhatsApp button on every page.
  6. Place licence details, areas covered and service scope above the fold on each landing page.
  7. Review search terms twice a week for the first month and add negatives from real queries.
  8. At day 30, compare leads, quotations and signed jobs by campaign before changing budgets.

Fire-safety marketing is something we know from the inside: RX has worked with fire-fighting and safety companies in Saudi Arabia, the UAE and Egypt, including serving as the marketing team of YAMA Engineering Systems in Cairo for four years, until October 2023. If your account is spending but the calls are product shoppers, start with last month’s search terms report: mark each term as service, product, job or research, and fix negatives and landing pages before you touch bids. Bring the marked report to a business diagnosis session and we will trace where the leads are leaking.

Frequently asked questions

Should a fire-safety service company use Google Search or social ads first?

For refilling, inspection and maintenance, Search usually comes first because people search when they have a deadline or a fault. Social ads can support awareness and maintenance-contract offers, but they rarely catch the urgent moment a search does.

How do I stop my ads showing to people who want to buy extinguishers?

Add negative keywords for purchase terms such as buy, wholesale, shop and their Arabic equivalents, review the search terms report every week, and run any product sales in a separate campaign. Avoid a broad negative on 'price', because 'refill price' is a service buyer.

Do call assets work for a company that is not open 24 hours?

Yes. Call assets can be scheduled to appear only on the days and hours when someone can answer, which avoids paying for calls nobody picks up.

What should a fire-safety landing page show first?

The service, the cities or districts you cover, your licence or approval details exactly as issued and still valid, and visible call and WhatsApp buttons on mobile. Scope, reports and proof of work come next.

Which licences do fire-safety maintenance companies need in Saudi Arabia or the UAE?

It depends on the activity and the authority, and the rules change. In the UAE, Gulf Today reported in May 2024 that the Abu Dhabi Civil Defence Authority warned that installing or maintaining safety systems without prior approval and a licence can be fined. In Saudi Arabia, check the current requirements of the General Directorate of Civil Defense for the services you offer.
