A WhatsApp Sales Flow for B2B Inquiries: From First Message to Quotation

Many B2B teams sell on WhatsApp without a written process. Here is a five-stage flow, with Arabic and English wording, that takes an inquiry from the first message to a confirmed quotation and into the CRM.

A WhatsApp Sales Flow for B2B Inquiries: From First Message to Quotation — RX Insights
Key takeaways
  • Give each WhatsApp sales stage one job and one owner: acknowledge, qualify, route, capture the brief, quote and follow up.
  • Write routing rules and quote-brief checklists first; the scripts follow from them.
  • On the Business Platform, follow-ups after the 24-hour window must be pre-approved templates, and promotional wording makes a template marketing.
  • Keep quotation messages and marketing consent separate, and record both in the CRM.

Many B2B companies in Saudi Arabia, the UAE and Egypt already sell on WhatsApp. Far fewer have a written process for it. The same inquiry gets a different answer depending on who picks up the phone and whether they remember to follow up. The result is familiar: chats that went quiet after “please send the price”, quotations prepared on half the information, and a CRM that never saw the conversation.

This guide treats WhatsApp as a sales channel with stages, owners and standards, from the first message to the quotation and into the CRM, and assumes the inquiry has already arrived. If your problem is the ads themselves, our guide to click-to-WhatsApp ads for B2B leads covers campaign setup.

The script pack on one screen. These are the six messages most quotation-led teams need, with a shortcut name for each so the whole team sends the same wording. Each one is explained in the stage it belongs to below; replace the square-bracket fields with your own details.

The first three are quick replies you can send inside an open conversation. The last three are message templates that need Meta’s approval before use on the Business Platform, because they are often sent after the 24-hour window has closed (see Stage 5).

Map the conversation as five stages before writing a single reply

A WhatsApp sales script written as one long welcome message rarely holds up. It works better when each stage has a single job, a named owner and a clear exit. For a quotation-led business, we find five stages cover most inquiries:

StageJobOwnerExit when
1. AcknowledgeConfirm receipt, set expectations, ask the first questionAutomated greeting or away messageThe buyer answers the first question
2. QualifyFind out what they need, where and how soonAutomation or a sales coordinatorThe chat can be routed to one person
3. RoutePass the chat to the right salesperson, engineer or service deskSales coordinatorA named person has accepted it
4. Capture the quote briefCollect everything needed to price accuratelyThe assigned salespersonThe brief is confirmed back to the buyer
5. Quote, follow up, hand overSend the quotation, follow up, record the opportunityThe assigned salespersonWon, lost, or parked with a reason in the CRM

Two decisions shape everything else. First, which tool you are on. The free WhatsApp Business app gives you a greeting message, an away message for out-of-hours chats, quick replies, labels to organise conversations and a catalogue of products and services. That is enough for one or two people. Once several people share an inbox, or you want automated qualifying and CRM integration, you need the WhatsApp Business Platform through Meta or a solution provider. Second, who owns stage 3: if nobody is responsible for routing, chats wait until someone notices them.

Stages 1 and 2: the greeting and the qualifying questions

The greeting should confirm the buyer is in the right place, say what happens next and ask the first question, in both languages or in the language of the ad or page that brought them in. Keep it short. The /greet message in the script pack does this; add your reply hours to it, for example “Our sales team replies Sunday to Thursday, 8 am to 5 pm” / “يرد فريق المبيعات من الأحد إلى الخميس، من ٨ صباحًا حتى ٥ مساءً”.

Adjust the working days to each market and team (many UAE companies work Monday to Friday), and make the away message state them honestly.

On the Business Platform, turn the options into tappable choices rather than numbers the buyer has to type. Meta’s documentation allows up to three reply buttons, each with a label of up to 20 characters, and list messages of up to 10 rows with row titles of up to 24 characters. Those limits matter when writing Arabic labels: “عقد صيانة” fits a button; “طلب عرض سعر لعقد صيانة سنوي” does not.

After the first choice, ask no more than two further questions before a person takes over. The click-to-WhatsApp guide covers the three core qualifiers (need, location and timing, buyer role). In the sales flow, the second question should be the one your team uses to decide who handles the chat:

  • By region if you have branch teams: “Which city is the project in?” / “في أي مدينة يقع المشروع؟”
  • By product line if your engineers specialise: a list message of your categories.
  • By customer type if contractors, end users and resellers get different pricing: “Are you a contractor, consultant, end user or reseller?” / “ما صفة جهتكم: مقاول، أو مكتب استشاري، أو مستخدم نهائي، أو موزّع؟”

In the Business app, save the common replies as quick replies. WhatsApp’s own announcement of the feature explains that you press “/” on the keyboard to pick a saved reply, which keeps wording consistent across the team. Use the shortcut names from the script pack.

Stage 3: routing rules that stop chats waiting in a shared inbox

In our experience, routing is where WhatsApp sales flows most often break. Write the rules down as a table your coordinator can apply without thinking:

If the buyer saysRoute toLabel or tag
New project, any regionProject sales, by regionProject · [City]
Spare parts or replacementInside sales or the parts deskParts
Maintenance or service contractService teamService
Existing account or open orderThe account manager on recordExisting client
ComplaintService manager, same dayComplaint
Job application or supplier offerHR or procurement email, then close the chatNot sales

In the Business app, labels make this visible; agree a fixed label set and do not let individuals invent their own. On the Platform, the same rules become assignment logic in your inbox tool.

Introduce the new owner by name and role (the /handover message in the script pack) so the buyer knows the chat has moved to someone accountable.

The WhatsApp Business Messaging Policy (last updated 23 September 2026) allows automation inside the 24-hour customer service window but requires “prompt, clear, and direct escalation paths”, such as in-chat transfer to a live agent, phone or email. A routing stage with a named owner is a simple way to meet that requirement; if you are considering an AI agent for the first reply, our guide on whether an AI agent should answer WhatsApp inquiries covers the handover design.

Stage 4: capture the quote brief, then confirm it back

A quotation built on a vague request comes back as “your price is high” or “this is not what we asked for”. The fastest way to a complete brief is a checklist per request type. For example, a distributor of fire-fighting equipment might use:

  • Project supply: company name, project name and location, product or system, quantities or a BOQ, required approvals or standards, consultant if any, delivery date, contact person for the quotation.
  • Spare parts: model and serial number or a photo of the nameplate, quantity, delivery address, urgency.
  • Service contract: site location and type, number of systems or units, current condition, visit frequency required, contract start date.

Ask for documents rather than typing: a BOQ or nameplate photo answers ten questions at once. Then send the brief back as one message for confirmation (the /confirm message in the script pack).

The confirmation catches errors before the estimator spends time on them and records the date you promised the quotation. Send the quotation itself as a PDF in the chat and by email, so it reaches procurement as well as the person on WhatsApp. Inconsistent quotation documents are a sales-enablement problem, the kind of work our business solutions and sales enablement service covers.

Stage 5: follow up after the 24-hour window with approved templates

Meta’s pricing documentation explains that each user message opens a 24-hour customer service window, which resets with every new message from the buyer. Inside it you can send free-form replies. Outside it, you can only send approved template messages, and only to users who have opted in. Buyers routinely take longer than 24 hours to review a quotation, so follow-ups must be written and approved in advance.

The category matters. Meta’s template guidelines define utility templates as non-promotional messages that follow up on a user’s action or request, and classify any template that mixes in promotional content as marketing. Since 9 April 2025, a template submitted as utility that WhatsApp judges to be marketing is approved as marketing rather than rejected. A plain follow-up on a quotation the buyer requested is the kind of message that can sit in utility; adding a discount or a “limited offer” makes it marketing. Write them separately:

Template (wording in the script pack)WhenLikely category
Quotation sentOn sendingUtility
Quotation follow-upAfter a few working daysUtility, if it stays non-promotional
Validity reminderBefore the quotation expiresUtility, if it stays non-promotional
New offer or product (any discount or new product)Campaigns only, to opted-in contactsMarketing

Meta decides the final category, so check how each template was approved. Since 1 October 2026, utility messages are charged even inside an open customer service window (messages inside a free entry point window opened from a click-to-WhatsApp ad remain free), and marketing rates in Saudi Arabia and the UAE rose again; our guide to WhatsApp Business API pricing explains the budgeting. As a rule of thumb, we suggest two follow-ups and a validity reminder, then a phone call rather than a fourth template.

Opt-in wording that respects WhatsApp’s rules and the PDPL

WhatsApp’s policy says you may only contact people who have given you their number and have given opt-in permission to receive messages from you. It leaves the method of opt-in to the business, recommends covering the categories of messages you will send, and requires you to respect any request to stop, whether made on WhatsApp or elsewhere.

Data protection law adds its own layer, and it is still being updated. According to Baker McKenzie’s summary of the PDPL (reviewed December 2024), the PDPL and its Implementing Regulations require the recipient’s consent before you send advertising and awareness messages, the sender must be clearly identified, and the opt-out must be at least as easy as giving consent; our article on Saudi PDPL direct-marketing consent tracks how those rules are developing. The UAE has its own federal law, Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data. In Egypt, the Personal Data Protection Law (Law No. 151 of 2020) now has executive regulations, issued in November 2025; Al Tamimi’s summary notes that electronic direct marketing needs prior explicit consent, an easy way to withdraw it and records of consents, and that it requires a specific licence.

In practice, separate two kinds of consent. A buyer who asks for a quotation expects messages about that quotation; your monthly offers are a different purpose and need a separate, explicit yes. Ask for it at the end of the sales conversation, not in the greeting:

English: Would you like [Company] to send you product updates and offers on WhatsApp? You can stop them at any time by replying STOP. Reply YES to agree.

Record the answer, date and wording in the CRM, and make “STOP” or “إيقاف” actually remove the contact from marketing lists. This wording is a starting point, not legal advice.

Hand the conversation over to the CRM

A WhatsApp chat that never reaches the CRM is a forecast nobody can see. Whether your inbox integrates with the CRM or someone copies the data across, decide which fields are mandatory before a chat can be marked as quoted:

  1. Contact name, company, role and mobile number
  2. Source: ad, website, referral, exhibition or existing client
  3. Request type and product line (the same values as your labels)
  4. The confirmed quote brief and any documents received
  5. Quotation number, value and validity date
  6. Assigned owner and next follow-up date
  7. Marketing consent: yes or no, with the date
  8. Outcome: won, lost (with a reason) or parked

The source and outcome fields are what let marketing see which campaigns produce quotations rather than chats, and they are the data you need if you report qualified leads back to Meta. Each week, review a sample of chats for three numbers: time to acknowledgement, chats routed within the working day, and briefs confirmed before quoting. In our view, they say more about WhatsApp sales performance than total message count.

Where to start. Write the routing table and the quote-brief checklists first; scripts and templates follow from them. Then send a test inquiry to your own number in and out of working hours and time each stage. Bring those times and three recent chats that never reached a quotation to a business diagnosis session, and we will show you which stage to fix first.

For GCS, a new fire-safety brand in Saudi Arabia, RX prepared WhatsApp replies for the most common inquiries, message flows from first contact to quotation request, and response guidance on tone and structure that the whole team could follow.

Frequently asked questions

Can I follow up on a quotation on WhatsApp after 24 hours?

On the WhatsApp Business Platform, only with an approved message template. Free-form replies are allowed only inside the 24-hour customer service window, which resets each time the buyer messages you.

Is a quotation follow-up a utility or a marketing template?

A plain, non-promotional follow-up on a quotation the buyer requested can qualify as utility under Meta's definition. Add a discount, offer or new product and Meta treats it as marketing. Meta makes the final categorisation, so check each template's approved category.

Do I need the WhatsApp Business Platform, or is the Business app enough?

The Business app, with its greeting, away message, quick replies, labels and catalogue, works for one or two people. Shared inboxes, automated qualifying with buttons and lists, and CRM integration need the Business Platform through Meta or a solution provider.

Do I need consent to send offers to buyers who contacted us on WhatsApp?

WhatsApp requires opt-in before you message people. Saudi Arabia's PDPL and its regulations require consent for advertising messages, a clearly identified sender and an opt-out at least as easy as opting in, and Egypt's Law No. 151 of 2020 requires prior explicit consent for electronic direct marketing. Ask for marketing consent separately from the quotation conversation and record it. These rules are still evolving, so check the current text and take legal advice for each market.
