How to Build an Annual Marketing Plan for a B2B Company in the GCC — RX Insights
Key takeaways
  • Start from the revenue target and work back to a monthly qualified-lead number using your own CRM ratios.
  • In 2027, Ramadan is expected to start around 8 February (an astronomical estimate, subject to moon sighting), leaving about five working weeks of Q1 for new-year selling.
  • Fit the plan on one page with seven blocks, and list approvals, risks and dependencies explicitly.
  • Review quarterly and keep a budget reserve for mid-year launches, tenders and exhibitions.

Most annual marketing plan templates were written for companies whose year runs on a fixed, predictable rhythm: a strong first quarter, a summer dip, a busy autumn and a holiday close. A B2B company in Riyadh, Dubai or Doha plans against a different year. Ramadan moves about eleven days earlier every year, the exhibition season is concentrated in the cooler months, government spending follows budget announcements, and in many companies one owner or general manager approves almost everything that goes out.

This guide gives you a one-page structure for a 2027 plan, worked from the sales target down to a quarterly roadmap, with a GCC calendar for 2027 built from official and published sources. It is written for owners, CEOs and marketing heads who need a plan the sales team will actually use, not a document that is presented once in January and forgotten.

Why the standard template breaks in the GCC

A sound plan structure is universal. Forrester’s public marketing plan-on-a-page guide frames it around five outcomes: connecting business goals to marketing priorities, setting measurable goals, aligning marketing, sales and product teams, identifying risks and dependencies, and producing a practical annual plan the team can use. None of that changes in the Gulf. What changes is the calendar and the way decisions get made.

  • The year has a moving centre. In 2027, Ramadan is expected to begin on 8 February and Eid al-Fitr on 9 or 10 March. These are astronomical projections by the UAE’s Astronomy Centre, reported by Khaleej Times and The National; official dates are confirmed only after moon sighting. Either way, Ramadan falls inside the first quarter, leaving roughly five working weeks in January and early February for new-year campaigns.
  • Exhibitions cluster in the cooler months. In some B2B sectors, one or two trade shows can account for a meaningful share of the year’s new conversations, and preparation starts months before the stand opens.
  • Government and giga-project spending follows budget cycles. Contractors, suppliers and distributors who sell into public projects feel the effect of budget announcements in their pipeline.
  • Approvals are concentrated. When the owner signs off campaigns, prices and partner announcements personally, the plan has to schedule approval time, not just production time.
  • Assets are bilingual. Every campaign, catalogue and landing page usually needs Arabic and English versions, which adds substantially to copy and review time.

Step one: start from the sales target, not the channel list

The most common weakness in B2B marketing plans is that they start with channels (“we will post four times a week, run Google ads and attend two exhibitions”) and never connect them to revenue. Reverse the order. Start with the number the board or owner has committed to, and work backwards through the funnel using your own historical ratios.

For example, take a hypothetical industrial-packaging supplier that sells to factories in Saudi Arabia and the UAE and wants new-customer revenue of SAR 12 million in 2027. The figures below are illustrative only; replace them with your own CRM data.

StepIllustrative assumptionResult

Qualified-lead-to-quotation rateFrom CRM history, e.g. 1 in 2640 qualified leads
Share expected from marketingThe rest from sales prospecting and referrals, e.g. 60%About 385 marketing-sourced qualified leads

That last line is the real objective of the marketing plan: roughly 32 qualified leads a month on average, but not evenly. If the supplier knows that inquiries drop during Ramadan and peak after exhibitions, the monthly targets should reflect that pattern instead of dividing by twelve.

Here is one way to spread the 385 leads across 2027. The weights are illustrative, not a benchmark: lower in Ramadan (most of February and early March), around Eid al-Adha and in June to August; higher in April, the longest selling window, and in the months after the shows this supplier attends (a January show and an October show in this example). Replace them with the monthly pattern in your own CRM as soon as you have a year of data.

Professional recommendation: review the next quarter’s monthly figures at each quarterly review, and if a month misses by a wide margin, find out whether the cause was the calendar, the channel or follow-up before moving the target to the next month.

If you do not have reliable conversion ratios, that is the first finding of the planning exercise. Make “record source and stage for every lead” a first-quarter deliverable, and use cautious estimates until real data replaces them. Our guide to the monthly marketing dashboard a CEO should read covers how to set up those definitions.

The one-page plan: seven blocks

Once the target is clear, the whole plan should fit on one page that the owner, sales director and marketing team can read in five minutes. Supporting detail (campaign briefs, content calendars, media plans) lives in separate working documents.

BlockWhat it answersGCC-specific check
1. Business goalRevenue, new customers, new markets or product lines for 2027Is the target split by country? Saudi, UAE and Qatar buyers rarely behave identically.
2. Marketing objectivesQualified leads, quotations influenced, brand awareness in named segmentsAre objectives set per quarter, reflecting Ramadan and summer?
3. Priority segmentsWhich sectors, company sizes and job titles you will focus onDoes it name the decision-makers: owners, procurement, consultants, contractors?
4. Core messagesTwo or three reasons to choose you, per segmentAre they written in Arabic and English, not translated after the fact?
5. Channel and event mixExhibitions, LinkedIn, search, paid social, WhatsApp, direct sales supportWhich exhibitions are confirmed, and what is the booking deadline?
6. Budget by quarterSpend per channel and per quarter, with a reserveIs there a reserve for an unplanned partner launch or tender?
7. Measures, owners and risksKPIs, who owns each line, and what could derail itWho approves, and how many days does approval take?

Block 7 is where most plans are thin. List the dependencies explicitly: a supplier’s brand guidelines for a co-branded launch, product data from the principal, a stand design that must be approved by the organiser, or a price list that sales has not finalised. Each one is a reason a campaign could slip.

The 2027 GCC B2B calendar

Put these dates into the plan before you allocate a single campaign. Islamic dates below are astronomical estimates and are subject to official moon sighting in each country, so they can shift by a day; the Gregorian equivalents of 1 Ramadan, 1 Shawwal and 10 Dhu al-Hijjah 1448 match the Umm al-Qura calendar tables (we checked them with the open-source hijridate converter, which is based on the Umm al-Qura calendar).

The Saudi budget timing is based on recent practice: the Ministry of Finance published its pre-budget statement for 2027 at the start of October 2026, projecting expenditures of about SAR 1,392 billion and revenues of about SAR 1,202 billion, and the previous year’s statement for 2026 on 30 September 2025, with the final 2026 budget statement released on 2 December 2025. The final 2027 budget is therefore expected in December 2026, and the plan should leave room to adjust public-sector messaging after it.

Exhibition dates beyond those above change from year to year. Before you commit budget, confirm dates, venue and booking deadlines on each organiser’s official site for every show in your plan.

From one page to a quarterly roadmap

With the target and calendar in place, translate the plan into four quarters. Each quarter should have one main theme, two or three campaigns, the events attached to it and a lead target. Here is how the hypothetical supplier above might lay out 2027.

Q1: short runway, then relationships

  • January: launch the year’s main offer, run exhibition follow-ups, and push quotation requests hard before Ramadan.
  • Ramadan: lower paid spend on cold leads; publish technical and educational content, client greetings and project showcases. Keep sales follow-up active for open quotations. Our guide to keeping the B2B pipeline moving through Ramadan covers the content and follow-up in detail.
  • After Eid al-Fitr: a restart campaign and outreach to the quotation backlog.

Q2: the main selling quarter

  • April and the first half of May are the longest uninterrupted selling window before summer. Concentrate lead-generation budget here.
  • Schedule product launches or partner announcements in April so the sales team has time to follow up before Eid al-Adha.

Q3: build and prepare

  • Use the slower summer months to refresh the website, catalogues, company profile, case studies and sales scripts.
  • Brief exhibition stands and campaigns for the autumn and for January 2028 shows. Saudi National Day content is ready by late August.

Q4: exhibitions and the next year

  • Run exhibition marketing: invitations, countdown content, on-site coverage and structured follow-up. If the show is in Riyadh, our guide to a 90-day plan that fills the meeting diary turns that list into a timeline.
  • Review the year’s actual ratios, adjust to the Saudi budget announcement, and draft the 2028 plan in November.

Exhibition-led years work best when the event is treated as a campaign with a before, during and after, not a single week. RX’s work for two editions of Intersec Dubai is one example of that approach in practice. Our Azeidk case study shows the range of work one contractor’s roadmap has to hold: bilingual fire-safety awareness series, a launch campaign for maintenance contracts, exclusive-agency announcements and live moments from Intersec Saudi Arabia to an official event at Hyatt Regency Riyadh.

Approvals, budget and risk: making the plan survive the year

Plans usually fail in execution, not on paper. Three habits make the difference in owner-led GCC companies.

  1. Put approval time on the calendar. If the owner approves every campaign, agree a fixed weekly approval slot and a turnaround standard, for example three working days for social content and two weeks for a launch. Add that time to every deadline in the roadmap.
  2. Hold a reserve. Before splitting spend by quarter, settle the total; we compare three ways to set the total budget. Then keep part of it unallocated for opportunities that appear mid-year: a new exclusive agency, a tender, an unplanned exhibition. Without a reserve, every new opportunity forces a cut elsewhere.
  3. Review quarterly, not annually. At the end of each quarter, compare qualified leads, quotations and deals against the plan. Move budget from what is not producing towards what is, and record the reason so the next year’s plan starts from evidence.

Agree in writing who owns each line. Marketing owns lead volume and quality definitions; sales owns follow-up speed and quotation conversion; management owns approval turnaround. When results slip, that list shows where to look first.

Sign-off checklist

  • The plan starts from a revenue or new-customer target, with the funnel calculation shown.
  • Monthly lead targets reflect Ramadan, the two Eids, summer and the exhibition season.
  • Every exhibition has confirmed dates, a booking deadline and a pre- and post-event plan.
  • Core messages exist in Arabic and English for each priority segment.
  • Budget is split by quarter and channel, with a reserve.
  • Approval turnaround is agreed and built into deadlines.
  • Risks and dependencies are listed with an owner for each.
  • A quarterly review date is in the calendar for each quarter.

Bring your 2027 target, last year’s lead and quotation counts and your exhibition list to a business diagnosis session. We will check the funnel maths, the Ramadan and summer weighting, and whether the budget has a reserve, before January campaigns are briefed. Frequently asked questions

What should a B2B annual marketing plan include?

A business goal, measurable marketing objectives, priority segments, core messages, a channel and event mix, a quarterly budget, and the KPIs, owners, risks and dependencies for each line. It should fit on one page, with campaign detail kept in separate working documents.

When does Ramadan start in 2027?

Astronomical projections by the UAE's Astronomy Centre put the start of Ramadan 2027 on 8 February, with Eid al-Fitr on 9 or 10 March. These estimates match the Umm al-Qura calendar, but official dates are announced after moon sighting and can differ by a day.

How do I set marketing targets from a sales target?

Divide the revenue target by your average deal value to get deals needed, then apply your historical quotation-to-deal and lead-to-quotation rates to find quotations and qualified leads needed. Subtract what sales prospecting and referrals will bring, and spread the remainder across months by your real seasonal pattern.

Should B2B companies stop advertising during Ramadan?

Not necessarily, but most should change the objective. Many B2B companies shift from cold lead generation to brand, relationship and educational content during Ramadan, keep following up open quotations, and run a restart campaign after Eid.

When should a GCC company write its 2027 marketing plan?

Ideally in November or early December 2026, so that January campaigns and early-year exhibitions such as Intersec Global in Dubai, held 12 to 14 January 2027, are briefed and approved before the year starts.
