- Since 1 October 2026, each business phone number gets 1,000 free delivered service messages a month; Meta charges from the 1,001st.
- Utility templates sent inside an open customer service window, free since 1 July 2025, are now charged.
- Saudi marketing rates rose on 1 April and 1 October 2026; UAE marketing rose on 1 October 2025 and 1 October 2026; Egypt marketing fell on 1 January 2026.
- Rates follow the recipient's country code, so budget by number and by destination market, using the rate card for your billing currency.
On 1 October 2026, Meta started charging for two kinds of WhatsApp Business Platform messages that had been free: service replies beyond a monthly allowance, and utility messages sent while a customer service window is open. In the same update, marketing rates went up again in Saudi Arabia and the UAE. If your company answers customers through the WhatsApp Business API, through an inbox tool, a chatbot or a provider, your monthly bill is now calculated differently.
This guide sets out what changed, based on Meta’s own developer documentation as it stood on 31 October 2026, and gives a practical method for budgeting in Saudi Arabia, the UAE and Egypt. We do not reproduce rate figures here. Meta publishes them as rate cards per billing currency, and they change on a quarterly calendar, so the only safe number is the one on the current card for your currency.
What changed on 1 October 2026
Meta’s WhatsApp pricing documentation lists the changes that took effect on 1 October 2026:
- Service messages are chargeable again. Free-form replies sent inside a customer service window had been free since 1 November 2024. Now each business phone number gets a free tier, and Meta charges from the 1,001st delivered service message in a month.
- Utility messages inside an open window are charged. Since 1 July 2025, utility templates (order updates, appointment reminders, account alerts) sent within an open customer service window had been free. As of 1 October 2026 they are billed. In webhooks, their pricing type changes from free_customer_service to regular.
- 40 rate updates. According to Meta, marketing rates went up in seven markets and came down in none. These seven include Saudi Arabia and the United Arab Emirates.
- A payment method is mandatory. Meta warned that solution providers and directly integrated businesses without a payment method on file by 30 September 2026 will have service message delivery stopped when charging begins on 1 October 2026.
- Government and non-profit exemption. Eligible government and non-profit organisations keep free service messages beyond the free tier through 31 December 2027.
“Each business phone number has one free tier of 1,000 delivered service messages per month.” — Meta, WhatsApp Business Platform pricing documentation
The allowance resets monthly and does not roll over. On the non-template messages page, Meta says service message rates are the same as its utility and authentication rates for each market, and that service messages get no volume tiers.
How WhatsApp Business pricing works now
Since 1 July 2025, Meta has charged per delivered message rather than per conversation. Two things set each message’s rate: its category and the recipient’s country calling code, which Meta calls the “market”. Messages that users send to you are free. When a user messages you, a 24-hour customer service window opens, and it resets with each new user message.
| Category | Typical use | Charged? (from 1 Oct 2026) |
|---|---|---|
| Marketing (template) | Offers, launches, reminders to come back, retargeting | Yes, per delivered message, at the market’s marketing rate |
| Utility (template) | Order and delivery updates, booking confirmations, account alerts | Yes, inside or outside the customer service window. Volume tiers apply |
| Authentication (template) | One-time passcodes | Yes. Volume tiers apply. Some markets have separate authentication-international rates |
| Service (free-form reply) | Answering a customer inside the 24-hour window | First 1,000 delivered per phone number per month are free, then charged. No volume tiers |
| Meta Business Agent | Meta’s AI agent replying for the business | Charged per token: USD 2.00 per million input and output tokens, which Meta puts at roughly 4 to 5 US cents a message (20,000–25,000 tokens). Category introduced 1 July 2026 |
One exception is the free entry point window. When a user starts a chat from a Click to WhatsApp ad on Android or iOS (desktop and web do not count), the business’s reply inside the customer service window is free and opens a window that Meta says “may remain open for up to 7 days”. Marketing, utility, authentication and service messages sent inside it are not charged. Meta Business Agent messages still are, and whether an AI agent should answer your WhatsApp inquiries is a separate decision.
Volume tiers apply only to utility and authentication messages. They are counted per market and category across all accounts in one business portfolio, only charged messages count, and they reset each month.
Saudi Arabia, UAE and Egypt: the rate changes by effective date
Meta’s pricing change log gives the direction of each change, not the size. The entries for the three markets, with effective dates as Meta publishes them:
| Effective date | Market | Category | Direction |
|---|---|---|---|
| 1 October 2026 | Saudi Arabia | Marketing | Increase |
| 1 October 2026 | United Arab Emirates | Marketing | Increase |
| 1 April 2026 | Saudi Arabia | Marketing | Higher |
| 1 January 2026 | Egypt | Marketing | Lower |
| 1 October 2025 | Saudi Arabia | Utility, Authentication | Lower |
| 1 October 2025 | Egypt | Utility, Authentication | Lower |
| 1 October 2025 | United Arab Emirates | Marketing | Higher |
Earlier entries in the log: marketing rates for Saudi Arabia and the UAE updated on 1 October 2024; authentication rates lowered for Egypt, Saudi Arabia and the UAE on 1 February 2025; and authentication-international rates lowered for Egypt on 1 April 2025.
The pattern is clear. Saudi marketing messages rose twice in 2026, UAE marketing rose in October 2025 and again in October 2026, and Egypt went the other way on marketing in January 2026. For a business with customers in all three countries, a single blended cost per message is no longer a sensible planning number.
A five-step method for budgeting WhatsApp costs
- Pull three months of message history by category and by phone number. Separate inbound messages (free), service replies, utility templates, marketing templates and authentication messages. Most inbox tools and providers can export this. Meta’s message webhooks also show the pricing category and whether each message was billable.
- Count by recipient country, not by your location. The rate depends on the recipient’s country code. A Riyadh company messaging customers on +20 numbers pays Egypt rates for those messages, and a Dubai branch replying to Saudi customers pays Saudi rates.
- Apply the free service tier per number. Take each phone number’s monthly delivered service replies and subtract 1,000. For example, a hypothetical Jeddah distributor whose sales number sends 3,400 service replies a month would pay for 2,400 of them, while a support line sending 700 would pay for none. Because the tier belongs to the phone number, model each number separately.
- Re-price utility traffic. Order confirmations and delivery updates that used to go out free inside the customer service window are now charged. Volume tiers can reduce the rate for high senders, counted across the whole business portfolio.
- Add provider charges as a separate line. Meta’s rate card covers Meta’s charge only. If you use a Business Solution Provider or an inbox platform, ask how it bills its own fees and whether Meta’s charges are passed through at the published rate.
Then add a buffer and a review date. Meta updates rates only on the first day of a quarter (1 January, 1 April, 1 July or 1 October), with at least one month’s notice for rate card changes and longer notice for changes to the pricing model. The next possible change is 1 January 2027. If you diary a check for early December, you will see any update before it reaches your invoice.
Five ways to keep the bill under control
Write fewer, more complete replies
Billing is per delivered message. A reply split across four short messages counts four times once you pass the free tier. Ready-made replies that answer the usual questions (price list, location, delivery time, how to order) in one clear message lower the count and help the customer at the same time. This is the kind of material we produce in sales enablement work: the WhatsApp replies and flows a sales team actually uses.
Keep promotions out of utility templates
Meta’s template categorisation rules say a template mixing an order update with a promotion counts as marketing. Since 9 April 2025, a template submitted as utility that WhatsApp judges to be marketing is approved as marketing. Approved templates can also be moved to marketing later, normally with one day’s notice and instantly for businesses that have been warned about misuse. If you add a discount line to a delivery update, you pay marketing rates for it. Our guide to selling AC maintenance contracts shows the reminder and offer split in a worked sequence.
Use Click to WhatsApp ads deliberately
Conversations that start from a Click to WhatsApp ad on mobile open the free entry point window, so marketing, utility, authentication and service messages in that window cost nothing on the WhatsApp side (Business Agent messages are still charged). The ad itself is paid media and is billed separately. For companies already running Meta campaigns for leads, routing them into WhatsApp can be cheaper per conversation than sending marketing templates to a cold list; our guide to Click to WhatsApp ads for B2B inquiries covers the setup and qualifying. Our performance marketing team builds campaigns around exactly this kind of path to a WhatsApp inquiry.
Consolidate accounts under one business portfolio
Utility and authentication volume tiers are counted across every account in a business portfolio. A group running separate portfolios for each brand or country may be splitting volume that would otherwise qualify for lower tier rates.
Look at “max price” for marketing messages
Meta’s max price feature lets a business set a maximum price per marketing message delivery. Meta then charges that amount or less, and the cap sits alongside a daily or lifetime budget. The limited beta started on 15 May 2026 and moved to open beta in October 2026. From 1 November 2026, max price traffic uses a separate billing SKU. Meta plans general availability for Q2 2027, when max price becomes required in eligible geographies and published marketing rates apply only on the Cloud API. Availability varies by country, so check Meta’s geographic availability list before planning around it.
Questions to put to your WhatsApp provider this month
- Which billing currency is our account on, and which rate card applies to us?
- Is a valid payment method on file for every account that sends service messages?
- Can your reports split delivered messages by category, phone number and recipient country?
- How many service messages did each of our numbers deliver in October 2026, and how many went past the 1,000 free tier?
- Are Meta’s charges passed through at the published rate, and what do you charge on top?
- Do you support max price for marketing messages, and through which endpoint?
- Which of our utility templates are at risk of recategorisation as marketing?
If your team cannot answer these questions without a long search, the cost problem is usually a process problem as well: unclear reply scripts, overlapping numbers and templates nobody owns. Sorting those out tends to cut the WhatsApp bill and response times together.
Frequently asked questions
Are WhatsApp Business service messages still free?
Only up to a point. Since 1 October 2026, each business phone number gets 1,000 free delivered service messages per month. Meta charges from the 1,001st, and unused messages do not roll over. Eligible government and non-profit organisations stay exempt through 31 December 2027.
Is replying to a customer within 24 hours still free?
Not entirely. Service replies beyond the 1,000 monthly free tier are charged, and utility templates sent inside an open customer service window have been charged since 1 October 2026. The exception is the free entry point window that opens when a user starts a chat from a Click to WhatsApp ad on Android or iOS.
Do I pay Saudi rates if my company is in Saudi Arabia?
Not necessarily. Meta sets the rate by the recipient's country calling code. Messages to Egyptian numbers are billed at Egypt rates and messages to UAE numbers at UAE rates, wherever your business is based.
