WhatsApp Business App or API: When Your Sales Team Should Switch

Inquiry volume is a poor trigger. The real signals are how many people share the inbox, whether chats reach the CRM, follow-up after 24 hours, ad attribution and consent records.

WhatsApp Business App or API: When Your Sales Team Should Switch — RX Insights
Key takeaways
  • Switch when the way you sell outgrows one shared app inbox, not at a fixed message count.
  • Six signals: too many people, unowned chats, no CRM view, late follow-up, no ad attribution, no opt-in records.
  • Coexistence can connect an existing Business app number to the Cloud API, with limits on synced history and features.
  • After the move, follow-up outside 24 hours is template-led, service replies beyond 1,000 a month per number are charged, and new portfolios start with low outbound limits.

Most sales teams in Saudi Arabia, the UAE and Egypt start on the free WhatsApp Business app, and many should stay there longer than vendors suggest. The app becomes the wrong tool at a specific point: when the way your team sells on WhatsApp outgrows what one shared phone number in an app can record, route and prove. This guide sets out where that point is, how to test for it, and what changes in daily sales work once you move to the WhatsApp Business Platform (often called the API).

It does not repeat the cost side or the automation decision. For message rates, see our guide to WhatsApp Business API pricing after the October 2026 changes. For the conversation itself, see our WhatsApp sales flow from first message to quotation.

What the app does well, and where it stops

The app is a capable sales tool for a small team. WhatsApp’s Business app features page lists a business profile, greeting and away messages, quick replies, labels, a product catalogue with collections and a cart, and Business Broadcasts, which send one-to-one messages to several people at once, can be scheduled and do not require recipients to have saved your number. Broadcasts are limited to “eligible users in select countries”, so check whether your account has them.

On people and devices, WhatsApp announced in April 2023 that a phone can be linked as one of up to four additional devices, and that employees can reply to customers from their own phones under the same business account. That was the figure at the time of writing, so check the current limit in the app. The features page lists linking “up to 10 devices and agents” as a Meta Verified benefit. Either way, in our view the ceiling is a handful of people working one inbox.

The Business Platform is built differently. In practice your team works it through software: your own integration, or a partner’s inbox tool after onboarding through the partner’s sign-up. According to WhatsApp’s Business Platform page, it can “integrate with popular back-end systems like CRM and marketing automation platforms” and route conversations to live agents when needed.

Six signals that the app is now holding sales back

Volume alone is a poor trigger. For example, a distributor answering dozens of small reorder chats a day may run well on the app with two disciplined coordinators, while a contractor receiving a handful of inquiries a day may already need the Platform, because each one is a project-sized opportunity that has to be tracked through several stages. Test against these six signals instead.

  1. More people need the inbox than the app allows. If sales engineers, a coordinator, the service desk and a manager all need to see conversations, you have outgrown a device limit. A common workaround, sharing one phone or passing a tablet around, removes any record of who said what.
  2. Chats wait because nobody owns them. WhatsApp describes labels as a way to organise and filter chats. They show where a chat sits; in our experience they do not replace assigning it to a person or alerting a manager when it waits too long. If your weekly review keeps finding inquiries that were seen and never answered, you need assignment rules, which is a Platform job.
  3. Sales managers cannot see the pipeline. When quotations are negotiated in WhatsApp but forecasts live in a CRM, someone retypes the conversation, or nobody does. If the CRM cannot show the WhatsApp history of an open opportunity, the integration is the reason to switch.
  4. Follow-up happens days later, at scale. B2B buyers often go quiet for a week while a consultant reviews the offer. On the Platform, once the 24-hour customer service window has closed, you can send only approved templates, and a business-initiated conversation must also start with one (WhatsApp Business Messaging Policy, last updated 23 September 2026). That sounds like a restriction, but it is also what makes structured reminders, quotation follow-ups and renewal notices possible from a system rather than from someone’s memory.
  5. Marketing cannot prove which ads produce deals. When a buyer opens a chat from a click-to-WhatsApp ad, the Platform passes a click ID (ctwa_clid) in the webhook. Meta’s Conversions API for Business Messaging lets you send events such as LeadSubmitted, QualifiedLead or Purchase back with that ID, so you can see which campaigns produce qualified leads rather than chat starts. Meta lists the Cloud API or On-Premises API as a requirement, so the app alone is not covered. Optimisation on these events is more limited: Meta documents purchase optimisation for WhatsApp ads, so check what your ad account supports.
  6. You cannot show who agreed to hear from you. The Business Messaging Policy requires opt-in permission before you message people and requires you to respect every opt-out request, on or off WhatsApp. Meta’s opt-in guidance says the opt-in must state that the person is agreeing to messages and name the business. If your contacts arrive through exhibitions, forms and sales calls, you need a system that records where and when consent was given. Check also how your local data protection law treats marketing messages, and check the current text, as these rules change.
A simple threshold test (our rule of thumb, not a Meta rule). Score one point for each signal that applies today. Zero or one: tighten your app process first (labels, quick replies, a named owner per shift). Two or three: plan the move for the next quarter. Four or more: the app is already costing you deals you cannot see.

When staying on the app is the right call

Switching has a cost: setup, usually a subscription to an inbox tool or provider, Meta’s message charges and new habits. Stay on the app for now if:

  • One or two people answer every inquiry and know each buyer personally.
  • Most deals close in one conversation, with little follow-up after a day.
  • You do not yet run click-to-WhatsApp ads, or you run them at a small, test-level budget.
  • Your CRM is not used consistently anyway. Integrating WhatsApp into a CRM nobody updates moves the problem rather than fixing it.

In these cases the better investment is a written process: a greeting that asks the first qualifying question, a fixed set of labels, quick replies in Arabic and English, and a rule for who owns each chat.

Coexistence: you may not have to give up the app

Many owners hesitate because their number appears on vehicles, signage and catalogues, and years of chat history sit in the app. Meta now offers coexistence, which connects an existing Business app number to the Cloud API through a Meta solution partner or tech provider. According to Meta’s coexistence documentation:

  • The business keeps using the app (version 2.24.17 or later), and one-to-one chats stay in sync with the partner’s software.
  • One-to-one chat history from the 180 days before onboarding can be synced once; the partner has 24 hours after onboarding to do it, or the business has to offboard and repeat the flow. Group chats are not synced.
  • Messages sent from the app remain free; messages sent through the Cloud API are charged at Cloud API rates.
  • Several app features are not supported on the API side, including group chats, voice and video calls, catalogue and orders, greeting and away messages, quick replies and labels. Broadcast lists are disabled: no new lists can be created, and existing ones become read-only.
  • Onboarding unlinks all companion devices; supported ones can be relinked (WhatsApp for Windows and WearOS are not supported), and the number has a fixed throughput of 20 messages per second.

Coexistence suits a team that wants CRM integration and attribution without retiring the number or the phone the owner still answers. Confirm with your provider that it supports coexistence and that your number is eligible before you plan around it.

What changes in daily sales work after the move

The tool change is the easy part. The working habits change more, and teams that are not prepared often blame the Platform for what is really a process gap.

Follow-up becomes template-led

Every message after the 24-hour window must be an approved template, categorised as marketing, utility or authentication. Meta’s template documentation notes that review in WhatsApp Manager “can take up to 24 hours”. Write your quotation follow-up, site-visit reminder and renewal notice templates, in both languages, before go-live, not on the day a salesperson needs one.

Every reply has a cost and a category

Since 1 October 2026, each business phone number gets 1,000 free delivered service messages a month, and service replies beyond that are charged (Meta pricing documentation). When a buyer starts a chat from a click-to-WhatsApp ad on the Android or iOS app (not desktop or web) and you reply within the customer service window, a free entry point window opens that Meta says “may remain open for up to 7 days”. The pricing guide linked above covers the rest. Sales managers should know which follow-ups are worth a marketing template and which belong in a call.

Outbound reach starts small

Meta’s messaging limits cap how many unique people you can message outside open customer service windows in a moving 24-hour period. New business portfolios start at 250, rising to 2,000 after business verification or a qualifying sending pattern followed by Meta’s quality review, then scaling automatically to 10,000, 100,000 and unlimited based on quality and usage. The limit is shared by all numbers in the portfolio. Do not plan a launch-day blast to your whole exhibition list on a new account.

The account belongs to the company

On the Platform, the WhatsApp account sits in your company’s Meta business portfolio. Keep it there, with at least two managers from your own team holding admin access and the provider given the access it needs. When a salesperson leaves, the conversations stay with the company, which is rarely true of a personal phone used for business.

Roles need rewriting

Someone must own routing rules, template approvals, opt-in sources and the weekly review of unanswered chats. In the app, these jobs were invisible. On the Platform, if nobody owns them, the inbox fills up in a new place.

A five-step switching plan

  1. Audit a typical month. Count inquiries, people involved, average response time, chats with no reply, and how many reached the CRM. This gives you a before figure to judge the switch against.
  2. Write the flow before choosing the tool. This is sales enablement work before it is IT work. Define the stages, qualifying questions, routing rules and follow-up templates. Ask providers to show your flow working in their tool, not their standard demo.
  3. Decide on the number. Choose coexistence on the current number, or a new dedicated sales number, and plan where the number appears: ads, website, signature blocks, catalogues and vehicles.
  4. Set up measurement on day one. Store the ad click ID, agree which CRM stage counts as a qualified lead, and send that event back to Meta, so the first campaign on the Platform can be judged on sales outcomes. Our guides to click-to-WhatsApp ads for B2B and choosing a CRM for a regional sales team cover both ends.
  5. Train and review. Run the first month with a weekly review of waiting chats, template use and opt-outs, and adjust the routing rules before scaling outbound messages.

Start with step one this month. A count of inquiries, response times, unanswered chats and CRM entries from a normal month often settles the app-or-API question on its own, and it gives you the before figure you will need to judge the switch.

Frequently asked questions

Can several employees use one WhatsApp Business app number?

Yes, within limits. WhatsApp said in April 2023 that a phone can be linked as one of up to four additional devices, and Meta Verified lists linking up to 10 devices and agents; check the current limits in the app. Beyond that, or when you need assignment rules and reporting, you need the Business Platform through an inbox tool or provider.

Do I lose my WhatsApp number and chat history if I move to the API?

Not necessarily. With coexistence, a Meta solution partner connects your existing Business app number to the Cloud API, you keep using the app, and up to 180 days of one-to-one chat history can be synced once at onboarding. Group chats are not synced, and several app features are not available on the API side.

What is the 24-hour rule on the WhatsApp Business Platform?

When a customer messages you, a 24-hour customer service window opens and resets with each new customer message. Inside it you can reply freely; outside it you can send only approved message templates.
