Shop Signage in Doha: Designing for the Municipal Advertising Licence

In Qatar a shop sign is a licensed advertisement. The language, partner logos and screens you choose at the design stage decide its category, its fee and whether it is approved.

Shop Signage in Doha: Designing for the Municipal Advertising Licence — RX Insights
Key takeaways
  • Law No. 1 of 2012, amended by Law No. 5 of 2025, requires a municipal licence. Fines for unlicensed advertisements reach QAR 30,000, and no answer within 15 days counts as a rejection.
  • Arabic is required and other languages may be added, but sources differ on whether English can carry equal weight, so confirm the hierarchy with the municipality and make the Arabic lockup work on its own.
  • Qatar Living (September 2026), citing Ministerial Decision No. 202 of 2023, reports a 30% cap on sponsor logos and separate paid categories for screens and vehicle stickers. Check the current fees on the Single Window.
  • Submit a full drawing pack with the landlord's approval, and release fabrication only against the licensed drawing.

In Doha, a shop sign is not only a brand application. It is an advertisement in the legal sense, and it needs a licence from the competent municipality before it goes up. Many sign problems start at the design table, not at the permit counter: an English-only logo scaled up for the fascia, a supplier’s logo given half the board, or a lightbox quietly swapped for an LED screen because it looked better in the render. Each of those choices can change the licence category, the fee or whether the sign is approved at all.

This guide turns Qatar’s advertising rules into design decisions you can make before anything is fabricated. It draws on the text of Law No. 1 of 2012 as amended in 2025, official ministry announcements and dated reporting we could open and read. Several details, including the current fee table, are available to us only through secondary sources, and we say so where that applies. Treat it as a planning guide; the note near the end says where to confirm the current rules.

What the law asks for, in plain terms

Qatar regulates signs under Law No. 1 of 2012 on the regulation and control of advertisements. On 24 February 2025 the State enacted Law No. 5 of 2025, which amended it, extended it to statues and memorials and rewrote the penalty article, according to Al Tamimi & Company (4 June 2025; republished on Mondaq in July 2025). We could not open the consolidated text on Al Meezan, Qatar’s official legal portal, so we read the amended law in an unofficial reproduction: the Arabic text with the editors’ own French translation on Université Laval’s language-planning atlas. It is an academic source, not the Official Gazette, and it gives no gazette reference, so confirm any article you rely on against Al Meezan or a lawyer. On that unofficial text:

  • The application goes to the competent municipality on the prescribed form, with a plan showing the advertisement’s specifications and content, its materials and how it will be installed (Article 3).
  • The municipality decides within 15 days. No answer by then counts as a rejection, not an approval. You then have 15 days to file a grievance (Article 4).
  • Licences are time-limited. When a licence ends, the holder must take the sign down. If they don’t, the municipality removes it at the holder’s cost five days after written notice (Article 6).
  • Breaches of the licensing and placement rules carry fines of up to QAR 30,000. Courts can order removal and restoration at the offender’s expense, and penalties multiply with the number of offences (Article 17, as amended in 2025). Al Tamimi reports the same QAR 30,000 ceiling for unlicensed advertisements.

Applications can be made online. The Ministry of Commerce and Industry announced in November 2022 that, working with the Ministry of Municipality, it had launched an advertising licence service on the Single Window platform for temporary, permanent and annual licences on buildings, streets and vehicles, with the licence issued “within three days”. The three days were the service target announced in 2022, not a legal deadline; the 15-day limit in the law still applies.

The ten licence conditions, read as a design brief

Article 5 lists ten conditions an advertisement must meet. Most of them become concrete design checks once the brief is a real façade and not a logo on a white page.

Condition (Article 5, paraphrased)What it means at the design stage
The language is Arabic; other languages may be added under municipal controlsDesign the Arabic name as the lead line, not as a caption under the English logo (see the next section)
Size, shape and colours must not resemble traffic or official signsWatch red octagons, blue or green directional panels, arrows and reflective finishes, especially on corner plots and car-park signs
No obstruction of traffic, pedestrians, signals or rescue servicesCheck projecting and blade signs for clearance; never place signage over an emergency exit or a fire-brigade access route
Written consent of the property owner if you don’t own itGet the landlord’s approval of the drawing, not just the lease clause, before you submit
Must not damage utilities, endanger people or property, or clash with the area’s lookSpecify the fixing method and the structure behind it; match the building’s sign zone
Height, scale and dimensions within municipal limitsAsk for the permitted sign zone and maximum sizes for your street before sizing the logo
Names and data must not contradict the law, facts or official dataThe trade name on the sign should match the commercial registration exactly, in both languages
Must not harm, disturb or block views or ventilation for occupantsCheck illumination levels and that the sign doesn’t cover windows or vents above the shop

The two remaining conditions cover religion, public order and public morals. They rarely affect a trade-name sign but do matter for promotional graphics. The Ministry of Municipality’s advertising guide, a second edition reported in 2022 by The Peninsula (31 May 2022) and Marhaba (August 2022), adds requirements from other authorities: Civil Defence on ventilation and emergency exits, the General Directorate of Traffic on bright lights that affect vision, and the Public Works Authority (Ashghal) on roadside boards that must follow the street’s design plan. According to that coverage the guide also sets letter heights and distances between signs. Ask the municipality for the edition currently in force and take those figures from it, not from older press reports.

Arabic first: designing the bilingual sign

The sources we read do not describe the language rule in the same way. The law text (in the unofficial reproduction) says the advertisement’s language is Arabic, with other languages allowed alongside it under municipal controls. Qatar Living’s permit guide (9 September 2026) calls Arabic “the primary language”, which implies Arabic leads. The 2022 press coverage of the ministry’s guide says signboards must be “balanced” between Arabic and English texts with accurate translation, which could be read as equal prominence. We could not check the guide’s own wording, so we cannot say which reading the municipality applies. Ask it how the rule applies to your sign before you fix the hierarchy. Either way, Arabic has to be on the sign and has to hold up, so the same design work follows:

  1. Build an Arabic lockup that can stand alone. Many Gulf brands have a strong Latin wordmark and an Arabic name set in a default font. On a fascia, the weak version becomes the most visible one. If your identity has no proper Arabic logotype, fix that before the sign, not on the sign.
  2. Agree the hierarchy in writing. Once the municipality’s reading is clear, decide which line leads, the relative cap and letter heights, and whether the two languages sit side by side or stacked. Then use that rule on every branch.
  3. Translate the name, don’t transliterate it by accident. The trade name in Arabic should match the commercial registration. A sign that reads differently from the registered name invites questions under the “official data” condition.
  4. Check legibility at distance. Arabic counters and dots close up when lit from behind. Test the halo or face-lit version at real size before approving materials.

Our guide to bilingual Arabic-English logo identity covers the identity side of this in more depth.

Fees and categories are set by ministerial decision. Qatar Living’s guide (9 September 2026) attributes the current table to Ministerial Decision No. 202 of 2023. That guide is the only source we found for these figures: we could not open the decision on an official portal or find a second independent report. Treat the figures below as reported by Qatar Living as of September 2026, possibly already out of date, and let the Single Window system calculate the actual fee. The guide itself notes that the platform and the legal schedule are not fully aligned on some items, and that an older per-square-metre table still appears on the service page.

Sign or element (as reported)Category and fee (Qatar Living, Sept 2026)Design implication
Business-name sign on commercial, industrial or professional premisesIdentification sign, fee-exemptKeep the main fascia an identification sign: trade name and activity
Sponsor logo or product name on a shop’s main boardAnnual advertising, QAR 200; must not exceed 30% of the sign’s total areaCalculate the area share on the drawing before submission
Electronic or changing displayAnnual advertising, QAR 300Decide early whether the façade carries a screen; it is a separate licence item
Vehicle advertising stickerAnnual advertising, QAR 100Fleet graphics need their own file, with vehicle registration
Shop-window advertisingMonthly advertising, fee-exemptSeasonal window graphics still sit inside the licensing system

The same guide reports a refundable guarantee of 50% of the licence fee, returned if there are no breaches and the advertisement is removed properly. The commercial point matters more than the riyal amounts. The moment a distributor’s or principal’s logo goes on your fascia, the sign is no longer only an identification sign. Agents and distributors often get partner-brand guidelines that ask for prominent co-branding. Check those guidelines against the 30% limit before you promise the partner a layout; our guide to distributor co-branding guidelines covers how to negotiate them. The same applies to fleet branding, where each vehicle is its own licence item.

Where the sign goes decides who approves it

Ordinary shop and business signs go through the Ministry of Municipality and the competent municipality. Qatar Living’s guide adds that other bodies regulate advertising in airports, ports, sports facilities, hotel and tourism establishments and designated investment zones. We could not confirm the exact division of responsibility on an official page, so if your unit sits in one of those settings, ask the landlord or zone operator which approval route applies before you brief the design.

If you are opening in Dubai as well, the route there runs through different authorities; our guide to Dubai shopfront permits covers it. Inside Doha malls and mixed-use developments, the landlord’s tenant design criteria usually apply first and are often stricter than the municipal minimum. Article 11 of the law also bans advertisements on places of worship, historic buildings and their walls, trees and planters, and traffic signs and signals. This matters for pop-up and promotional graphics more than for fascias.

The approval-ready drawing pack

Qatar Living lists the documents an application may need, and they vary by sign: a proposed design with dimensions, colours and fixing method; a stamped signage design; the property owner’s approval; traffic approval where relevant; vehicle registration for vehicle advertising; and approvals for temporary promotions. The guide also lists eligibility conditions on the Single Window: a Tawtheeq account, a valid Qatar ID and no official prohibition on the owner or partners. Built around those requirements, a file that rarely comes back looks like this:

  • Front elevation of the whole façade to scale, showing the sign zone, neighbouring signs and the building’s openings
  • Sign elevation with overall dimensions, letter heights in both languages and the trade name exactly as registered
  • Section through the sign showing depth, fixing method, the structure behind it and the clearance from the pavement
  • Material and finish schedule with colour references, and the illumination type (face-lit, halo, non-illuminated)
  • An area calculation for any sponsor or partner logo, shown as a percentage of the total sign area
  • A photo montage of the sign on the actual façade, by day and by night
  • Landlord’s signed approval of this drawing, plus any mall or zone design approval

This is the part of the work we do under Brand Applications & Signage. RX prepares the design and production-ready files and supervises fabrication partners against the approved drawing. For an example from Saudi Arabia, where a different licensing regime applies, see the identity and shop sign we designed for Future Creator, a car-accessories startup. The licence application itself is filed by the business owner or their appointed contractor, who stays responsible for it.

Sequence: approve first, fabricate second

  1. Brief with the façade, not the logo. Get landlord criteria, site photos and the commercial registration before design starts.
  2. Design and lock the bilingual hierarchy, and decide now on any partner logos, screens or window graphics.
  3. Get landlord approval of the drawing, then submit the application with the full pack.
  4. Release fabrication only against the licensed drawing. Any change to size, content, illumination or a screen added later should be checked against the licence before installation.
  5. Diary the expiry dates. Annual and monthly licences lapse, and the law expects the holder to remove an expired advertisement.
Check the current rules. Fees, categories and portal steps change. Before you commit to production, confirm the current requirements with the Ministry of Municipality (Qatar Living, citing the Single Window, gives the ministry’s contact number as 184) or through the Single Window advertising licence service. This article is general information, not legal advice.

Before briefing a designer, put two questions to the municipality in writing: how the Arabic and English hierarchy applies to your sign, and what sign zone and maximum sizes are permitted on your street. Those two answers fix the decisions every later drawing depends on.

Frequently asked questions

Do I need a licence for my shop's name sign in Qatar?

Yes. Law No. 1 of 2012 requires a licence from the competent municipality for advertisements, and that includes shop signs. Qatar Living reported in September 2026 that a business-name sign on commercial premises is fee-exempt, but it still needs approval.

Can my shop sign be in English only?

Not on the law as we read it. Under Article 5, the advertisement's language is Arabic, and other languages may be added under municipal controls. Sources differ on how prominent English may be, from "Arabic as the primary language" to a "balance" between the two, so confirm the hierarchy with the municipality and plan an Arabic trade name that matches your commercial registration.

What happens if a sign is installed without a licence?

Following the 2025 amendment, unlicensed advertisements can carry fines of up to QAR 30,000, and penalties multiply with the number of offences, according to the law text and Al Tamimi & Company. Courts can also order removal and restoration at the offender's expense.

Can I put my supplier's logo on my shop sign?

Qatar Living reported in September 2026, citing Ministerial Decision No. 202 of 2023, that a sponsor logo or product name on a shop's main board is a separate annual advertising item and must not exceed 30% of the sign's total area. We could not confirm this on an official source, so check it with the municipality before agreeing a layout with the brand owner.
