Fire Fighting Quotation Format: From Inquiry to a Complete Quote

Fire-safety inquiries turn into price-only conversations when suppliers quote before they ask. Here are the intake questions, approval checks, quotation sections and follow-ups that produce quotes a consultant can approve.

Fire Fighting Quotation Format: From Inquiry to a Complete Quote — RX Insights
Key takeaways
  • Collect the specification, drawings, hazard classification and scope boundary before you price anything.
  • Ask which code edition and approvals apply: they differ between Saudi Arabia, the UAE and Egypt, and they change.
  • Use one quotation format with a basis of offer, a clause-by-clause compliance statement and an attached compliance pack.
  • Time follow-ups to tender closing, consultant comments and validity dates, and keep them free of promotion.

A contractor sends a fire-safety supplier a two-line message: “Need price for sprinkler system, warehouse, urgent.” The supplier replies with a unit rate per head or a rough lump sum, and the conversation is over before it starts. The contractor then compares numbers that describe different scopes, and the supplier either wins a job it has under-quoted or loses to someone who left out the fire pump.

Fire-protection buyers often cannot accept a low price even if they want to: the system has to meet the consultant’s specification, the project’s code and the authority’s approvals. A supplier that asks about those first is answering “will this pass?”, the question the contractor is actually worried about, rather than “how much?”

This guide sets out intake questions by system type, a fire fighting quotation format that carries its own compliance evidence, reply wording and a follow-up rhythm tied to how fire projects move. For the general structure of a quotation and tax lines by country, see our guide to quotations versus proposals.

Ask the technical questions before you price

The first reply should collect what you need to price the right scope. Most questions apply to every system; a few depend on it.

Questions for every inquiry

  • Project and location: project name, city, building type and use. The governing code and the approving authority follow from this.
  • Who you are quoting: main contractor, MEP subcontractor, consultant, end client or another trader. This changes what they need and who approves.
  • Specification and drawings: the consultant’s specification section and the drawing set, with revision numbers. If there is none, say so in the quotation.
  • Approved manufacturers list: whether the specification names approved makes or requires specific listings or approvals.
  • Scope boundary: supply only, supply and install, or supply, install, test and commission; and who handles design, shop drawings and authority submissions.
  • Dates: the tender closing date, and the required site delivery date if the project is already awarded.

System-specific questions

Treat the table as a checklist for your own fire engineer to confirm and adapt, not as design guidance.

SystemWhat to ask before pricing
SprinklersOccupancy hazard classification per area as set by the designer; for warehouses, the commodity class, storage arrangement and height, and whether in-rack sprinklers are required; wet, dry, pre-action or deluge; whether hydraulic calculations exist; head type, response, temperature rating and finish.
Fire pumps and water supplyRated flow and pressure from the design; main pump drive (electric or diesel) and any standby, plus the jockey pump that maintains system pressure; listing or approval required for pumps and controllers; tank and pump room by others or included.
Fire alarmConventional or addressable; device count per type or the drawings; voice evacuation or sounders; interfaces (lifts, HVAC, access control, suppression) and whether a cause-and-effect matrix exists; networking, graphics or remote monitoring.
Clean agent and special suppressionProtected room volumes and use; agent and design concentration named in the specification; whether the room integrity (door fan) test and any sealing works are included; detection, abort and manual release arrangement.
Kitchen hood suppressionNumber and length of hoods; appliance types and positions under each; ducts and plenums to protect; the listing the specification requires; gas or power shut-off and fire alarm interfaces.
Extinguishers, hose reels, cabinetsQuantities and types per the drawings; mounting and signage; whether maintenance is wanted later.

On sprinklers, resist doing the classification yourself in a sales chat. NFPA 13 classifies spaces from light hazard through ordinary hazard groups 1 and 2 to extra hazard groups 1 and 2, based on the quantity and combustibility of contents, and an NFPA fire protection engineer writing in PHCP Pros (March 2025) notes that each space is classified by the engineer of record. Your intake question is therefore “what hazard classification has the designer set for each area?”, not “what do you store?”. If the answer is “nobody has decided yet”, that is a design gap you can flag, not one to fill with a guess.

Ask about approvals, market by market

The approval question separates a price from a quotation that can be submitted. The points below come from official or dated published sources; rules change, so check current requirements with the authority and the project consultant.

Saudi Arabia

  • Which code edition applies. According to an interview with AESG’s fire and life safety director in International Fire & Safety Journal (January 2026), the Saudi Building Code 2024 came into effect on 30 June 2025, and projects that reached key authority or Civil Defense milestones under SBC 2018 before the transition can continue under that edition. We could not confirm the transition terms on an official page, so ask which edition the design follows.
  • Who the accredited office is. A SAMA circular dated 10 July 2023 (22/12/1444H) instructs banks to contract only engineering consulting offices accredited for fire prevention and protection and listed on the General Directorate of Civil Defense website, and to verify the electronic Civil Defense licence. Regulated clients may ask you the same, so know where your installer or partner office stands.

UAE

  • Product registration. Civil Defence in the UAE ties fire and life safety products to certification and registration. UL’s FAQ on the UAE Civil Defense Certificate of Compliance (revision dated September 2018) describes the certificate as mandatory for each product on the UAE certification bodies and laboratories list, and as the document Civil Defense uses to issue or renew a product licence. In Dubai, Gulf News reported in April 2023 that Dubai Civil Defence set new testing, certification and registration requirements for products including fire doors, cladding, fire-resistant cables and wireless alarm systems. Ask whether the specified products must already be registered in that emirate, and confirm the status of yours before quoting.
  • Code reference. Dubai Municipality’s laboratory rules (revised May 2022) cite the 2018 UAE Fire and Life Safety Code of Practice. We could not confirm on an official page whether a later edition has replaced it, so ask the consultant which edition, which local building rules and which authority the project is submitted to.

Egypt

Ask which code the consultant has designed to, whether the specification names approved makes or listings, and which civil protection approvals the contractor must obtain. Requirements vary by project and are updated, so confirm them with the consultant rather than assuming them from a previous job.

For international listings, UL Solutions offers a free account on Product iQ to check whether a product holds UL certification. The buyer’s engineer may check it, so state each listing exactly as it appears in the directory.

A fire fighting quotation format that carries its own evidence

The quotation should let a consultant approve the offer without calling you. Keep the same section order every time, so nothing is missed and the buyer knows where to look.

SectionWhat it contains
1. Cover and referenceQuotation number, date, revision, project name, the inquiry it answers, contact person.
2. Basis of offerSpecification section and drawing numbers with revisions; code edition the offer assumes; anything not received.
3. Scope summarySupply, install, testing, commissioning, training, shop drawings, authority submissions: each marked included or excluded.
4. Bill of quantitiesLine items with manufacturer, model, country of origin, listing or approval reference, quantity, unit and price.
5. Compliance statementClause-by-clause “complies / deviation / alternative” against the specification, with the reason for each deviation.
6. Assumptions and exclusionsCivil works, power supply, water tank, ceiling access, permits by others, working hours.
7. Commercial termsValidity, delivery period from approved submittal, payment terms, warranty start and length, currency and tax treatment.
8. After-salesMaintenance, spares and refill options, priced separately so they do not inflate the main comparison.
9. Attached compliance packSee the checklist below.

Hypothetical example: an excerpt from a sprinkler quotation

The project, makes, models and references below are invented to show the format for the warehouse inquiry at the top of this guide. Prices are shown as x.

Cover: Quotation Q-[number] Rev A, [date]. Project: [warehouse name], [city]. In reply to: inquiry of [date] from [contractor]. Contact: [name, phone].

Basis of offer: Specification section [number], wet-pipe sprinkler system; drawings FP-101 to FP-104, Rev C. Hazard classification as set by the designer on drawing FP-101. Code edition assumed: [as stated in the specification]. Hydraulic calculations not received; pipe sizes taken from the drawings.

[Clause]: fire pump package to be listed and factory testedCompliesFactory test certificate supplied with delivery
[Clause]: alarm check valve by [named make]DeviationOffered [Manufacturer A] equivalent with the same listing, because the named make’s lead time exceeds the required site date; data sheet attached for the consultant’s approval

The excerpt answers the consultant’s three questions without a phone call: what the offer is based on, what exactly is being supplied, and where it departs from the specification and why.

Compliance pack checklist

  • Data sheets that match the exact model quoted, one for every line item
  • Listing or approval certificates, and local registration or certificates of compliance where required
  • Manufacturer authorisation letter if you are an agent or distributor
  • Your company’s relevant licence or classification, where the buyer will ask for it
  • Warranty statement from the manufacturer
  • A short reference list of similar projects, only with permission from those clients

Two habits make this work. Keep every document in one shared folder, with an owner and an expiry date for each certificate, so no one attaches a superseded data sheet. And version the quotation: when quantities change, issue revision B with a line saying what changed.

Layout matters too: a consistent quotation and data-sheet format makes your offer the easiest one to review. For GCS, a new fire-safety brand entering Saudi Arabia, RX prepared company profile pages and WhatsApp reply templates from first contact to quotation request as part of the brand launch. For Azeidk’s fire-protection range, RX produced catalogue posts for five extinguisher types with their standards, sizes and use cases: the same discipline a compliance pack needs.

Reply wording for WhatsApp and email

Write standard replies once, agree them with your technical lead, and keep them short: the goal is to get the documents, not to explain your company.

First reply to a new inquiry (WhatsApp)

Thank you for your inquiry about the sprinkler system for the warehouse. To quote the correct scope, please share: the specification section and drawings (with revision), the hazard classification set by the designer for each area, whether this is supply only or supply and install, and the tender closing date. If the drawings are large, please email them to [address].

When the buyer insists on “just a price”

We can share an indicative budget figure today, clearly marked as indicative. A firm quotation that your consultant can approve needs the specification and drawings, so we can confirm makes, listings and quantities.

Quotation cover email

Subject: [Project] – Fire alarm system – Quotation Q-[number] Rev A
Please find attached our quotation based on specification section [x] and drawings [list, revision]. The compliance statement is on page [x], with two deviations explained. Data sheets and approval certificates are attached as one file. The offer is valid until [date]. We can review the compliance statement with your engineer this week.

On the WhatsApp Business Platform, free-form replies only work inside the 24-hour customer service window that, according to Meta’s pricing documentation, opens when the user messages you; outside it, only template messages can be sent. WhatsApp’s Business Messaging Policy also requires opt-in permission before you contact someone and requires you to respect requests to stop. Our WhatsApp sales flow guide covers templates, opt-in wording and CRM handover; here, the point is to have quotation follow-up templates approved in advance.

A follow-up rhythm that matches how fire projects move

Fire-protection packages move with tender deadlines, consultant reviews and submittal approvals, so tie follow-ups to those events rather than a fixed number of days.

Project stageFollow-upChannel
Quotation sentConfirm receipt and offer a short call to walk through the compliance statementEmail, then WhatsApp template
A few days before tender closingAsk whether any clarification or revised quantity is needed for their submissionWhatsApp template or call
After tender closingAsk when the award is expected and who is evaluating the packageCall
Consultant comments receivedAnswer every comment in writing and issue a revised quotation or technical clarificationEmail
Before validity expiresRemind of the validity date and offer an extension if prices allowWhatsApp template or email
Award to another supplierAsk, politely, what decided it; record the reason in the CRMCall

Keep marketing out of these messages. Meta’s template guidelines treat utility templates as non-promotional messages tied to a user’s action or request, and classify mixed content, such as an update with a promotion, as marketing. Meta makes the final categorisation, so a follow-up about a quotation the contractor requested should stay a follow-up.

After a quarter, the recorded lost-quote reasons show whether you lose on price, approvals, late submission or scope gaps, and each needs a different fix.

Make it stick inside the sales team

Templates fail when they live in one salesperson’s phone. Three things keep them in use:

  1. One owner and one library. A named person owns the reply wording, the quotation template and the compliance pack, and updates them when a product, certificate or code changes.
  2. A technical sign-off. The question lists and compliance statements are approved by your fire engineer or technical manager, not written by sales alone.
  3. A quarterly review. Check ten recent quotations: was the basis of offer filled in, were documents current, were follow-ups sent on time? Fix the template, not just the person.

Agents and distributors can use one format across brands, with each principal’s data sheets and approvals in its own section; our distributor and product marketing work builds those data-sheet layouts to each principal’s guidelines. RX Designer builds sales messaging, quotation content and document design as part of its sales enablement work, with the client’s technical team approving every technical statement before it goes out.

Frequently asked questions

What should a fire fighting quotation include?

A reference and revision, the basis of offer (specification and drawings with revisions), a scope summary, a bill of quantities with make, model and listing for each item, a compliance statement against the specification, assumptions and exclusions, commercial terms, after-sales options and an attached compliance pack of data sheets and certificates.

Should a supplier classify the sprinkler hazard for the contractor?

No. Under NFPA 13 each space is classified by the engineer of record based on its contents and use. Ask the contractor for the classification the designer has set, and flag it as a gap if none exists.

What if the contractor only wants a quick price?

Give an indicative budget figure clearly marked as indicative, and explain that a firm quotation the consultant can approve needs the specification and drawings.

Can we follow up on a quotation by WhatsApp after a day?

On the WhatsApp Business Platform, outside the 24-hour customer service window you can only send approved template messages, and only to people who have opted in. Keep quotation follow-ups non-promotional; Meta makes the final template category.

Which approvals should we check before quoting in Saudi Arabia or the UAE?

In Saudi Arabia, ask which Saudi Building Code edition the design follows and who the Civil Defense accredited office is. In the UAE, ask which edition of the fire code applies and whether specified products must be certified and registered with Civil Defence in that emirate. Rules change, so confirm the current requirements with the consultant and authority.
