Exhibition Stands in Dubai: Who Designs, Who Builds, Who Brands

Stand design, fabrication, booth graphics and exhibition marketing are four different jobs. Here is who does each, what DWTC and Dubai Exhibition Centre require, and which files each party owes.

Exhibition stand roles and approvals in Dubai — RX Insights
Key takeaways
  • Brief stand design, build, booth graphics and exhibition marketing as four separate jobs with named owners.
  • At DWTC and DEC, venue structural and safety engineers sign off designs after the organiser's own review.
  • Hanging elements need roughly two weeks' rigging notice through the venue's sole rigging provider.
  • Most delays come from files nobody was assigned: agree the file split before work starts.

Most exhibitors in Dubai start with a single request: “We need a stand.” They send it to two or three companies, compare three renders and pick the one that looks best. Weeks later the problems show up. Drawings get sent back, a hanging banner needs a rigging order nobody placed, the graphics files have the wrong bleed, and the sales team arrives to a stand that looks good but has nothing in place to capture a visitor’s details.

Usually nobody failed. Four different jobs were handed to one supplier, or left with nobody, and the organiser and venue approval steps happened in the gaps between them. This guide separates those jobs, sets out the approval sequence at Dubai’s two large exhibition venues, and lists what each party owes, so you can brief the right people early.

Four jobs that often get bundled together

A stand is the result of four kinds of work. One company can do more than one of them, but you should know which one you are paying for and who is accountable for each.

JobWhat it producesWho is accountable
Stand designLayout, zoning, structure concept, renders and the technical drawings the organiser and venue reviewA stand designer, either independent or part of a builder
Fabrication and buildThe physical structure, flooring, electrics, installation, handover and dismantlingA stand contractor with access to the venue
Booth graphics and brandingKey message, wall and fascia artwork, product visuals, screens content, signage hierarchy and production-ready filesA brand or design team working to your identity

The common mistake is to treat the builder’s render as the brand work. A builder’s designer is solving structure, cost and buildability. Whether a buyer walking the aisle understands in three seconds what you sell, and why it matters to them, is a separate problem. So is whether anyone records who visited.

Know which rulebook applies: DWTC or Dubai Exhibition Centre

Dubai’s two large venues each publish their own health and safety rules, and your organiser adds its own rules on top. Ask your organiser for the current versions early. The editions we reviewed are dated, so treat the details below as the kind of rules to expect, not the final word for your show.

Dubai World Trade Centre

The DWTC venue health and safety rules (version 1, January 2019) state that:

  • Space-only stands, double-decker stands and unusual structures must submit full design details to the DWTC event planner within the timescale the organiser sets. All designs must be approved and signed by the DWTC structural engineer and health and safety team.
  • Raised platforms over 300 mm need structural detail.
  • DWTC Event Services is the sole provider of top and primary rigging. Suspension systems need at least two weeks’ notice before the first day of tenancy, and stands may not hang from the roof. They must be ground-supported.
  • Shell scheme stands have a maximum height of 2.5 m (by contrast, the Intersec Global 2027 exhibitor page lists a shell package with 3 m panels, a reminder that show-specific rules can differ from an older venue edition). A 1.5 m gap must be kept between the top of any stand and the bottom of the roof trusses. Stands in the concourses are limited to 4 m, and double-deckers are not allowed there.
  • Drapes and fabrics must be treated to NFPA 701. A fire caused by poor electrical connections makes the contractor liable to a fine of AED 10,000.
  • Contractors must display a DWTC contractor badge and proof that the organiser has approved their access.

Dubai Exhibition Centre (Expo City Dubai)

The DEC health and safety rules (version 1, October 2022) set specific lead times. Stand details go to the venue planner at least three weeks before build-up for single-deck stands and four weeks for double- and triple-deck stands. Designs must be approved and signed by a DEC structural engineer and health and safety. DXB Live is named as the sole provider of top and primary rigging, with two weeks’ pre-notification. Worker accreditation is submitted by the organiser, not by the contractor, no later than seven calendar days before the workforce arrives. Unaccredited workers cannot enter.

Why this matters for the brief: the venue’s deadline is not your deadline. The organiser collects drawings before passing them to the venue. Your designer therefore needs final drawings well ahead of the dates above, and your graphics team needs to know about any hanging element at least two weeks before tenancy.

The approval sequence, in order

The exact dates come from your show’s exhibitor manual, which organisers usually release closer to the event. The Intersec Global exhibitor information page, for example, says the link to the manual “will be available closer to the show dates” and that technical orders go through an online orders system that needs login details from the operations team. The order of steps, though, is fairly stable:

  1. Booking and stand type. You choose a shell package or raw (space-only) space. On Messe Frankfurt Middle East’s 2020 Automechanika Dubai booking form, space only was available only from 18 sqm upwards. For how the two options compare on cost, see shell scheme or space-only.
  2. Appoint the designer and builder. Confirm the builder can get venue access for its workers and is acceptable to the organiser. Organisers often keep a pre-approved contractor list. Intersec Global makes its list available through the exhibitor portal or the operations team.
  3. Organiser drawing approval. On the same 2020 form, space-only exhibitors had to submit dimensional drawings for organiser approval by a deadline. Height above 2,500 mm needed written permission, up to 6,000 mm, requested at least four weeks before the show. The organiser could reject designs that unreasonably affected neighbouring stands.
  4. Venue structural and safety sign-off. This is the DWTC or DEC review described above.
  5. Technical orders. Power, rigging, water, internet and furniture. On the 2020 form, space-only exhibitors had to apply for power to the official contractor at least two months before the event.
  6. Graphics production and checks. Final artwork is fitted to the approved drawings, not to the early render.
  7. Accreditation and badges. Contractor passes for the build team and exhibitor badges for your staff.
  8. Build-up, handover, show days, breakdown. Under the DWTC and DEC rules, contractors work outside visitor hours unless a safety issue requires otherwise.

Who owes which files, and to whom

Most approval delays come from a file that one party assumed another would supply. Agree this split in writing before work starts.

If a principal brand you distribute has its own exhibition guidelines, add its approval to this chain. Co-branded stands often wait longer for the partner’s sign-off than for the venue’s.

How to brief each party

The stand designer

  • Stand number, size, open sides and the hall plan
  • What must happen on the stand: demos, meetings, storage, screens, product display
  • Your target visitor and the one message the stand must carry
  • The organiser’s and venue’s height, rigging and double-deck limits, so the concept is buildable from day one

The builder

  • Approved drawings, material expectations and finish quality
  • Responsibility for structural submissions, rigging orders, worker accreditation and dismantling
  • Who orders power and other technical services, and by when

The graphics and branding team

  • Identity files and any partner brand guidelines
  • Exact panel and fascia dimensions from the approved drawings, not from the render
  • Hierarchy: what a visitor reads from the aisle, from the edge of the stand and at the counter (our booth graphics guide covers this in detail)

The marketing lead

  • Objectives you can count, such as meetings booked or qualified contacts collected
  • Pre-show invitations and meeting scheduling (see exhibition invitation campaigns)
  • Lead capture on the day. Intersec Global, for instance, lets exhibitor staff use the event app as a badge scanner and export contacts to Excel.
  • Coverage and follow-up content after the show

Where late charges and lost days come from

Exact penalties differ by show, so check your manual. These are the patterns the documents above make clear:

  • Drawings submitted after the organiser’s deadline can push your stand behind the venue’s review queue. A structure the venue engineer considers unsafe can be stopped. The DWTC rules reserve that right.
  • Hanging elements added late fall foul of the two-week rigging notice at both venues.
  • Workers missing from accreditation lists cannot enter the hall at DEC, which delays the build.
  • Not occupying the space in time has its own cost. The 2020 Automechanika form set liquidated damages equal to the full space charge if the stand was not occupied by 8:00 am on the day before opening.
  • Fraudulent payment requests are a real risk. Organisers including Intersec Global warn exhibitors to verify any payment request through official channels before paying.

Where RX fits

RX Designer works on the branding and marketing side of exhibitions: booth branding, invitations and countdown campaigns, on-site materials, coverage and post-event content. On the physical side, RX prepares production-ready files and supervises fabrication partners, so the built stand matches what was approved. RX does not build stands itself. For two editions of Intersec Dubai, the team handled partner booths for Azeidk and the Saudi Pavilion for Max and Falcon Power Global. More on how this work is scoped is on the events and exhibitions and brand applications pages.

If you are planning a Dubai show and are not sure which of the four jobs you have covered, start by listing who owns each line in the file table above. Any line without a name is where the problems will start.

Frequently asked questions

Who approves an exhibition stand design in Dubai?

Two levels. The show organiser reviews your stand plan against its rules, then the venue's structural engineer and health and safety team sign off space-only, double-deck and unusual structures. At DWTC that is the DWTC structural engineer; at Dubai Exhibition Centre, a DEC structural engineer.

How early must stand drawings be submitted at Dubai Exhibition Centre?

DEC's 2022 rules ask for stand details at least three weeks before build-up for single-deck stands and four weeks for double- and triple-deck stands. Organisers collect drawings before that, so your internal deadline should be earlier. Always check your show's current manual.

Can my stand builder hang a banner from the hall ceiling?

Not directly. At both DWTC and DEC the venue's own rigging provider is the sole supplier of top and primary rigging, with about two weeks' pre-notification, and stands themselves must be ground-supported.

Is the builder's render enough for booth graphics?

No. Final artwork should be sized to the approved drawings, and the message hierarchy (what a visitor reads from the aisle, the stand edge and the counter) is brand work that a structural render does not cover.
