- Google introduced the Data Strength Uplift metric on 10 September 2026 and said on 13 October that it is launching in Google Ads; no rollout dates were given.
- Every uplift figure in the two posts comes from Google's own data or a customer example Google published; none is specific to the Gulf or Egypt.
- Enhanced conversions for leads via Data Manager lets you upload qualified and won leads from a CRM or Google Sheet so bidding learns from real sales.
- Check Saudi PDPL, UAE PDPL and Egypt's Law 151/2020 before uploading customer data; Egypt's grace period ended on 31 October / 1 November 2026, depending on the reading, and licences and consent are now required (checked 31 October 2026).
On 13 October 2026, Google used its monthly Demand Gen update to put one idea at the front: campaigns perform only as well as the conversion data behind them. The post, “Build your data strength with October’s Demand Gen Drop” on Google’s Ads & Commerce Blog, says a new Data Strength Uplift metric is launching in Google Ads, that Data Manager is extending to Google Analytics and Display & Video 360, and that enhanced conversions are coming to both.
Most of this was first announced on 10 September 2026 by Nipoon Malhotra, Google’s VP of Ads Analytics, Insights, and Measurement, in “Drive profitable growth with new data and measurement tools”. The October post is the Demand Gen version of that news. For companies in the Gulf and Egypt that sell through quotations, calls and WhatsApp, it is still worth acting on, because the gap Google is describing is the one most lead-generation accounts have.
What Google announced, and what is actually live
The two posts use different verbs for different features. The difference matters if you are planning work around them.
| Feature | What it does | Status as Google describes it |
|---|---|---|
| Data Strength Uplift metric (Google Ads) | Estimates the additional conversions your first-party data setup recovers | “Launching” (13 Oct); no rollout date or region given |
| Data Manager in Google Analytics and DV360 | Connect and manage first-party data (CRM, files, databases) from those products, not only from Google Ads | “Expanding” (13 Oct); described in September as being integrated directly |
| Enhanced conversions in Google Analytics and DV360 | Matches hashed customer data to improve measurement and bidding | “Coming soon” (13 Oct), although the September post said “launching” |
| Data Manager API | One API for audiences and measurement, based on the IAB Tech Lab’s ECAPI standard, plus built-in diagnostics | Described as “now universal” (10 Sep) |
| Refreshed Data Strength best practices | Google’s checklist of data steps | Described as “refreshed” (13 Oct); the page is in Google Ads Help |
Neither post gives country-level rollout details. The Google Ads Help pages for Data Manager and enhanced conversions for leads do not list country restrictions either. In practice, check your own account: if the Data Manager entry under Tools and the new metric are not there yet, the rollout has not reached you.
Google’s numbers, labelled as Google’s
Both posts lean on figures. All of them come from Google’s own data or a customer example Google chose to publish. None is independently verified, and none is specific to the Gulf or Egypt.
- Over 20% average conversion uplift in Demand Gen campaigns for advertisers building data strength with Google tag gateway (Google data, global, 3 to 17 June 2026).
- 14% average conversion uplift for advertisers using Google tag gateway (Google internal data, global, July to December 2024 compared with January to June 2025).
- The Zebra, which Google describes as an insurance platform, achieved a 16% increase in conversion volume and a 19% increase in overall conversion value after implementing data strength, according to Google’s October post (no source note is given for these figures).
- 26% average increase in incremental ROAS for advertisers connecting offline and app data to Data Manager, measured on Search campaigns bidding to conversion value (Google data, global, April 2025 to April 2026).
- 11% average increase in Search conversions for enhanced conversions on imported conversions compared with standard conversion imports (Google internal data, global, 1 to 14 January 2026).
Read these as direction, not forecast. An account with a handful of qualified leads a month (the situation covered in our guide to Search ads for low-volume B2B queries) will not see a clean percentage change, and Google’s own Data Strength best practices page labels at least one of its figures as a correlation rather than a cause. The value for a B2B company is not the percentage. It is what the setup makes possible: bidding towards leads that turned into sales instead of towards every form fill.
Why this matters most when the deal closes offline
An e-commerce site tells Google what sold the moment someone pays. A contracting firm, an equipment distributor or a logistics company does not. The ad produces a form, a call or a WhatsApp message. Days or weeks later, a salesperson qualifies it, sends a quotation and perhaps wins a purchase order. Google never sees that second half unless you send it back.
Without it, Smart Bidding treats a student asking for a datasheet and a facility manager asking for a 40-site quotation as the same conversion. Demand Gen, which according to Google Ads Help serves across YouTube (including Shorts), Discover, Gmail and the Google Display Network and relies heavily on Google’s automation, is especially exposed: it has fewer search-intent signals to fall back on, so the conversion data it learns from carries more weight.
The tools to close this loop already exist in Google Ads. According to the Google Ads Help page on Data Manager with enhanced conversions for leads, the older offline conversion import is now treated as a legacy feature, and enhanced conversions for leads is the upgrade path. It works like this:
- The Google tag on your website captures the email address and phone number a visitor enters in your lead form, along with the click identifier (GCLID). You can hash the data yourself (SHA-256, after normalising it); if you send it unhashed, Google’s setup page says it normalises and hashes it before it reaches Google’s servers.
- When your team qualifies or closes that lead, you upload the outcome from your CRM, a spreadsheet or a database through Data Manager.
- Google matches the hashed details from the upload with those collected at the form, and attributes the qualified or converted lead to the ad interaction.
Google’s requirements, from the enhanced conversions for leads tag configuration page: auto-tagging switched on; email and/or phone collected on the form (phone numbers with country code); the Customer data terms accepted in Goals, Settings (by the manager account if one tracks conversions); and a conversion goal set to “Qualified lead” or “Converted lead”, which Google strongly recommends. Data Manager connections run on a schedule, and how far back each run looks depends on the source. If your sales cycle is long, check the import window for your source in Google Ads Help before you decide how often sales must update lead statuses.
If your website does not yet separate forms, calls and WhatsApp taps as distinct key events, start there; our guide on tracking leads in GA4 as key events covers that step.
Before you upload customer data: the local rules
Uploading customer emails and phone numbers to Google is processing personal data, and in most cases it sends that data outside the country. Google’s Customer data policies require that uploads are generally first-party data, that you obtain consent for third-party sharing and use where the law requires it, that you tell customers their information is shared with third parties to perform ad measurement on your behalf, and that you comply with applicable data protection laws. The same policies say conversions related to sensitive categories, such as health or negative financial status, cannot be used for measurement in enhanced conversions. Locally, three laws are relevant; all three are still being clarified through regulations and guidance, so check the current text before you rely on any point below:
| Market | Law | Points to check before uploading |
|---|---|---|
| Saudi Arabia | Personal Data Protection Law, its Implementing Regulation and the Regulation on Transferring Personal Data Outside the Kingdom (SDAIA) | Applies to data of citizens and residents even when processed abroad; collect only the minimum data needed for the stated purpose; a separate regulation governs transfers outside the Kingdom. |
| UAE | Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data (UAE Legislation portal) | Consent must be clear, provable and easy to withdraw unless another legal basis applies; data subjects can object to direct marketing; cross-border transfers are limited to approved jurisdictions or specific cases. Companies in free zones with their own data protection law, such as DIFC and ADGM, should check that law instead. |
| Egypt | Law No. 151 of 2020 and its Executive Regulations (Ministerial Decision No. 816/2025) | According to a CMS legal update, the one-year grace period ran from the regulations’ issuance on 1 November 2025; it ended on 31 October / 1 November 2026, depending on the reading, and no extension had been announced when we checked on 31 October 2026, so PDPC licences and documented consent are now required and enforcement is expected. CMS also describes a licensing or authorisation regime for transfers outside Egypt, including to cloud environments, and a specific licence for electronic direct marketing. |
This is a summary for planning, not legal advice; the consent rules for Saudi campaigns are set out in our PDPL and direct marketing guide. For most companies, the practical minimum is the same in all three markets: a privacy notice on the lead form that says data is shared with advertising partners for measurement, a lawful basis or consent recorded per lead, uploads limited to the fields Google needs, and a named person who owns the CRM export. Egypt’s grace period ended on 31 October / 1 November 2026, depending on the reading (checked 31 October 2026), so Egyptian companies should confirm their licensing position with counsel before starting uploads; our guide to Egypt’s data protection law and direct marketing covers the licence.
A 30-day plan for a lead-generation account
- Week 1: audit what Google currently counts. List every conversion action in Google Ads and mark which are primary. If page views or button clicks are primary, bidding is learning from noise.
- Week 1: agree definitions with sales. Write down what “qualified” and “won” mean in your business, and which CRM status represents each. Without this, the upload has nothing reliable to send.
- Week 2: fix the website side. Make sure the Google tag runs sitewide, auto-tagging is on, forms collect email and phone with country code, and the privacy notice is updated. If your site runs behind a CDN, ask your developer about Google tag gateway, which loads the tag from your own domain.
- Week 3: connect the CRM or sheet in Data Manager. Set up enhanced conversions for leads with a “Qualified lead” or “Converted lead” goal. Start with a scheduled Google Sheet if you have no CRM integration.
- Week 4: check the diagnostics and the new metric. Review match rates and errors in Data Manager, and look for the Data Strength Uplift metric once it appears in your account. Only then consider shifting Demand Gen or Search bidding towards the qualified-lead goal.
The hardest part is rarely the Google Ads screen. It is getting sales to update lead statuses on time and agreeing who owns the data. That is where a performance marketing setup and the sales process behind it have to be designed together; at RX, campaigns are run in ad accounts that stay in the client’s name, and the client approves what is tracked and uploaded.
What is still unclear
- Timing by account. Google gives no rollout dates for the Data Strength Uplift metric, the Data Manager expansion or enhanced conversions in GA and DV360.
- How the uplift is estimated. Google describes the metric as an estimate of recovered conversions. For low-volume B2B accounts, treat it as an indicator, not proof.
- Mixed wording. The September post said enhanced conversions were launching in GA and DV360; the October post says they are coming soon. Plan on the later wording.
Start with the Week 1 audit before anything else. If a page view or a button click is a primary conversion in your account, demote it, and agree with sales in writing what “qualified” means. Every later step, from the upload to the new metric, depends on that one definition.
Frequently asked questions
What is the Data Strength Uplift metric in Google Ads?
A new Google Ads metric that, according to Google, estimates the additional conversions your first-party data setup recovers, such as Google tag gateway, enhanced conversions and Data Manager connections. Google says it is launching but has not published rollout dates.
Do I need a CRM to use enhanced conversions for leads?
No. Google's help pages list a Google Sheet as a Data Manager source, alongside CRMs such as HubSpot and databases. What you do need is a consistent lead status that records when a lead becomes qualified or is won.
Can WhatsApp and phone leads be included?
Only if your team records identifiers for them. The Google tag captures details typed into a website form; for calls and WhatsApp chats, your sales process has to record the buyer's phone number and the ad click so a later qualified or won status can be uploaded. Google requires a GCLID when the tag is not collecting the user-provided data.
Is it legal to upload customer emails and phone numbers to Google?
It can be, but it is regulated personal data processing and usually a transfer outside the country. Google's Customer data policies require first-party data, consent where the law requires it and disclosure to customers. Check the current text of the Saudi PDPL and its transfer regulation, UAE Federal Decree-Law No. 45 of 2021 and Egypt's Law No. 151 of 2020 (grace period ended 31 October / 1 November 2026, depending on the reading; licences and consent now required, checked 31 October 2026) with counsel before you start.
