Microsoft Advertising Adds AI Campaign Builder and a Conversions API — RX Insights
Key takeaways
  • The Conversions API is generally available and can send qualified leads from a CRM server-to-server, alongside the UET tag.
  • Age and gender targeting is live in Performance Max; device targeting is rolling out, and audience exclusions and messaging guidelines are open pilots.
  • Microsoft Advertising added Saudi Arabia, the UAE, Egypt and Qatar in 2022, and Performance Max has been available in all its markets since 2024; check the current market list for Kuwait.
  • The announcement does not say whether the AI campaign builder handles Arabic, so confirm it in the platform, test bilingual sites and review every asset.

On 28 October 2026, Microsoft Advertising published its monthly product update, “Build, steer, and measure your campaigns with AI: What’s new in Microsoft Advertising this October”. Four changes stand out: an AI tool that drafts a Performance Max campaign from your website, more targeting and reporting inside Performance Max, a pilot that lets you set rules for AI-written ad copy, and general availability of the Microsoft Advertising Conversions API.

For most companies in the Gulf and Egypt, Microsoft Advertising is not the first search channel; it is the second one they consider once Google Search is working. This update changes the cost of trying it. Setup is quicker, you get more control over who sees the ads, and conversion data can be sent from a CRM instead of relying only on a browser tag. Below is what was announced, what is live, and how a B2B advertiser should decide whether to test it.

What Microsoft announced, and the status of each feature

The post uses different words for different features. “Generally available”, “rolling out” and “open pilot” are not the same thing, and plans should be built around what is actually live.

FeatureWhat it doesStatus as Microsoft describes it
AI-powered campaign creationBuilds a Performance Max campaign from your website and supporting material such as marketing plans, brand guidelines and product images, starting from an editable “snapshot” of your businessDescribed in the post with no pilot, rollout or GA label; check whether it appears in your account
Age and gender targeting in Performance MaxLimits or focuses delivery by age and genderGenerally available
Device targeting in Performance MaxControls delivery by deviceRolling out to all advertisers “in the coming weeks”
Audience exclusions in Performance MaxKeeps chosen audiences out of a campaignOpen pilot; ask your account team or Support
Brand exclusions refinementLets brand exclusions apply to text ads only, while product ads can still show on brand searchesBeing refined; no date given
Search term and auction insights reportsShows which searches triggered ads and how you compare in auctionsNow available
Search term landing page reportShows which landing page served each search termRolling out from mid-November 2026
Messaging guidelinesUp to 40 rules for AI-generated ad copy: what to avoid and what wording, themes or tone to preferOpen pilot for Performance Max and for Search campaigns with AI Max enabled
Conversions API (CAPI)Sends conversions from websites, apps, CRMs and point-of-sale systems to Microsoft Advertising server-to-server, alongside the UET tagGenerally available

The post does not mention any market restrictions. The only geographic wording is that device targeting is rolling out to “all advertisers”. If a feature does not appear in your account yet, assume the rollout has not reached it rather than that it is unavailable in your country.

Can advertisers in Saudi Arabia, the UAE, Egypt and Qatar use it?

Yes, Microsoft Advertising itself is open in all four markets. Microsoft added 34 markets in the Middle East and Africa in September 2022, including Saudi Arabia, the United Arab Emirates, Egypt, Qatar, Bahrain and Oman, and added Arabic ad support at the same time. That announcement also extended Microsoft’s partnership with InMobi to handle enterprise sales, account management and billing in 74 countries, including the Middle East. That is the 2022 arrangement; confirm who currently handles sales and billing for your country before you open an account. Kuwait was not on that 2022 list, so check the current market list in the Microsoft Advertising interface before planning a Kuwait campaign.

Performance Max has been available in all Microsoft Advertising markets since March 2024, so the campaign type the new features sit on is not limited by region.

What is not confirmed: The October post does not say whether the AI campaign builder or the messaging-guidelines pilot can read and write Arabic content, even though Arabic ads have been supported since 2022. Confirm it in the platform or with your account team. If your website is bilingual, test the tool with both language versions and review every headline before launch.

The Conversions API is the update that matters most for B2B

A browser tag can only report what happens in the browser: a form submitted, a button clicked, a thank-you page loaded. In B2B, the outcome that matters happens later. A sales engineer qualifies the inquiry, a quotation goes out, a purchase order arrives. Those events live in a CRM, a spreadsheet or the sales team’s WhatsApp, and a tag never sees them.

The Conversions API closes part of that gap. According to Microsoft, it sends conversion data from websites, apps, CRM and point-of-sale systems in real time through a server-to-server connection, and it works with the UET tag rather than replacing it. Setup can be direct, through Google Tag Manager, or through one of the listed technology partners (the post names Adobe Real-Time CDP, Segment, Tealium, Stape.io and others).

As a hypothetical example, a distributor of industrial pumps that gets most inquiries through a quotation form could keep the UET tag for the form submission, then send a second, server-side conversion when a lead is marked “qualified” in its CRM. Bidding then learns from the inquiries that sales accepted, not from every form fill, including spam and job seekers.

Two practical points before you start:

  • Agree the conversion definitions first. A “qualified lead” must mean the same thing to marketing and sales, recorded in one field, with a date. Without that, the API sends noise faster.
  • Treat it as personal data processing. Server-side conversions usually include identifiers such as email addresses or phone numbers. Check the data protection law that applies to you (Saudi Arabia’s Personal Data Protection Law, the UAE’s Federal Decree-Law No. 45 of 2021, Egypt’s Personal Data Protection Law No. 151 of 2020, Qatar’s Law No. 13 of 2016) and Microsoft’s own data policies with counsel. Implementing regulations and guidance under these laws are still being issued and updated, so check the current text rather than relying on a summary. Our article on Google’s data strength update covers the same questions for Google Ads.

Messaging guidelines: useful for regulated and technical claims

Performance Max and AI Max write and combine ad text automatically. That is efficient until the system writes something your company cannot say. The messaging-guidelines pilot lets you set up to 40 rules covering claims or language to avoid and the wording, themes or tone you prefer.

This matters most where a wrong word has consequences: a fire-safety supplier that must not describe a product as “approved” by an authority that has not approved it, a contractor that should not promise completion dates, a clinic bound by health advertising rules. A sensible first list for a B2B advertiser:

  1. Certifications and approvals you may name, exactly as written on the certificate.
  2. Words you never use: “cheapest”, “guaranteed”, absolute safety claims, competitor names.
  3. Official product and brand names, including the partner brand’s spelling if you are an agent or distributor.
  4. Your preferred tone: technical and specific, not promotional.
  5. Offer rules: whether prices, discounts or delivery times may appear at all.

Guidelines reduce risk; they do not remove the need for review. Microsoft describes this as a pilot, so keep checking generated assets before and after launch.

The AI campaign builder: a faster draft, not a strategy

The builder reads your website and any material you upload, creates an editable snapshot of your business, then proposes a Performance Max campaign that you can adjust before launch. For a team that has never used Microsoft Advertising, that removes much of the blank-page work of a first setup.

Its output is only as good as its inputs. If the website lists every product family with equal weight, the campaign will too, even if two of those families produce most of the margin. If the brand guidelines are outdated, the creative will be as well. Before you use it, decide which product lines and regions the campaign is for, what a good lead looks like, and the cost per qualified lead you can accept. Then judge the AI draft against those decisions, not against how complete it looks.

The new Performance Max controls help here. Age and gender targeting, device targeting once it reaches your account, and the search term report mean you can see and shape where spend goes, a common complaint about automated campaigns. The landing page report from mid-November will show whether searches are reaching the right page; our guide to landing pages versus homepages for B2B ads explains why that matters.

Should a Gulf or Egyptian B2B company test Microsoft Advertising now?

It depends less on this update than on where your buyers search. Microsoft’s network includes Bing and other Microsoft properties, and many B2B buyers search from company laptops. Whether that is a meaningful share of your buyers is a question your own data should answer, not a regional average.

Test it ifWait if
Your Google Search campaigns already produce qualified leads and you have a working definition of one (our guide to Search ads for low-volume B2B queries covers getting there)You are still unsure which Google campaigns produce real sales
Your buyers are office-based: procurement, engineers, consultants, facility managersMost inquiries come from mobile social channels and WhatsApp
You can record lead quality in a CRM or a shared sheetLeads are handled only in personal phones and chats
You have budget for a fixed test period with a clear stop ruleEvery riyal or pound is already committed to a channel that is underfunded

A practical way to start:

  1. Check your website analytics for traffic already arriving from Bing and other Microsoft sources, and how it converts compared with Google.
  2. Import your best-performing Google Search campaign rather than starting from zero; Microsoft provides import tools for this.
  3. Install the UET tag and set up the same conversion actions you track in Google, so results can be compared (see tracking forms, calls and WhatsApp clicks as key events).
  4. Add the Conversions API once lead statuses are recorded consistently.
  5. Try the AI builder for Performance Max separately, with messaging guidelines in place if your account is in the pilot.
  6. Review search terms weekly and judge the test on qualified leads, not clicks.

Keep the ad account in your company’s name and give agencies access as users. That way history, audiences and conversion data stay with the business whoever manages the campaigns. If you want help deciding where a second search channel fits in your plan, our performance marketing team builds and reports on campaigns around qualified leads, and our marketing strategy work sets the budget split before any test begins.

What to watch next

  • Mid-November 2026: the search term landing page report starts rolling out.
  • Coming weeks: device targeting in Performance Max reaches all advertisers.
  • No date given: wider release of audience exclusions, messaging guidelines and the brand-exclusions change. Pilot features can change or be withdrawn.
  • Arabic support in the AI tools: not addressed in the announcement. Test it yourself and report issues to your account team.

Frequently asked questions

Is Microsoft Advertising available in Saudi Arabia, the UAE, Egypt and Qatar?

Microsoft added these markets, along with Bahrain and Oman, in September 2022 and added Arabic ad support at the same time. In 2022 it said InMobi would handle sales, account management and billing in the region; confirm the current arrangement for your country. Kuwait was not on that list, so check the current market list in the platform.

Can I control what AI writes in my Microsoft ads?

If you are in the open pilot, messaging guidelines let you set up to 40 rules for Performance Max and for Search campaigns with AI Max enabled, covering language to avoid and preferred wording, themes or tone. You should still review generated assets.

Should a B2B company advertise on Bing as well as Google?

Test it once your Google Search campaigns produce qualified leads and you can track lead quality. Import a proven campaign, track the same conversions, and judge the test on qualified leads over a fixed period rather than on clicks.
